over all thc world,
Last year Britain and Russia came
to an agreement as to their respec-
tive spheres of influence in Persia.
This agreement was not pieasinzg to
Germany or AIIs‘.I'ia, bfth oi which
‘have been looking for railwiw rrn-
icessions through Asia-Minor of Per-

itionwith the Persian Gulf. Turkey
Fwas also jealous of the new arrange-
lment. The German Emperor has for
_latter hos now found some pretext
for quarrel with Persia and has mov-

i SEED CATS -FOR THE WEST.
1 It was an entirely reasonable pro-
,posnl put forward by the members
,tor Queen’s County in the House of
,Commons that a portion at least of
‘the vast quantity of seed outs to be
purchased by the Dominion for the
supply of the settlers in the North-
west should be procured in Prince
Edward Island. No better oats are
grown in the world than the Island
,produces. The crop here was abun-
idnnt last year and il the Govern-
ment is to bliy oats this Province
‘should not be overlooked. As to
ltransportation the objection put for-
,ward is absurd. Government rail-
ways on the Island, Government
-stenmers in the straits and a Govern
ment railway all the way to Mon-
.treal ought surely to be able to
_carry the grain forward.
l Surely it' is _not coming to this
,that the Government is discrediting
.its own railways and streamers. If
iso what has become of the pretense
[that we have constant und etleclent
‘steam communication with the Main-
,lund ? The means for transporta-
'tion are by no means what they
'ought to hc, and there is no hope oi’
,much improvement till we get the
i’l'unnel, but this year the winter
boats have been running with some
degree of regularity, and if the Gov-
,crnment is willing to buy our oats'
and forward them the trick could be
done. -The one thing most wanting
seems to be that first and all-impor-
tent requisite a wlllin mind

business transactions in
Guardian learns that s

notably in
Queen'e and King's Counties. solicit-
ing orders from customers for these
mail order houses, and that these
agents pay no license, while the com-
mercial travellers from abroad, who
sell to our 'merchants are not per-
mitted to do business without first
paying a license fee of $20.
This is manifectly unfair to the
wholesale houses on the mainland
who are trying to do a legitimate
business here, unfair to the com-
mercial _trevellers who pay the
license fees, and especially unfair to
our local merchants whose business
is taken away by unfair competi-
tion. Clearly the solicitors for mail
orders ought to be made to pay if
the commercial travellers' tax is to
be continued. The attention ofthe
Government is directed to this mat-
ter. _
