The bill, the details of which were announced Saturilsy night, will be re- ported hy the Ways and Means (Iom- niittee tomorrow and taken up iii the House Tliursday. . Except for its tax on beer, wines and gasoline, the bill follows closely the Spanish war revenue measure of 1898. One change made which will pre- vent annoyance to thousands in the modification oi’ the method of coi- lecting the tax on telegrams and tele- phone mesages. Instead of nillxiiig a stamp to a telegraph message, the bill requires that the company shall keep record of all tclegrams sent, and rcmit one cent for each message.. A one-ceiit tax is put on telephone mes- sages aiso. The companies are ex- pected to add the one cent to the cou- sumers' bill. 'l`he telephone and tiegraph tax ap- plies to messages which costs iifteeii cents or more and will not affect local telephone calls. This bill becomes effective on date of,_passage”1, but it is provided that the stamp tax section shall remain in op- eration only until Decemlier til, 1015.
