From now en the United States will pur sue a war of conquest in which the Philippines, Cuba and the Island of Porto Rico will be seized by the fleet and held as security for an indemnity which it is in- tended to demand of Spain at the end of the war. The new policy of the Gov roment fur- ther contemplates the seizure of the Canary Islande, the island of Minorea, in the Mediterranean, and the Spanish coaling station, Port of Spain, oc the Island of Trinidad, off the north coastof South America.
