No re- spector of persons, she has prostrated high and low, rich and poor, from Lady Stanley to your humble servant. lam not going to describe the vile complaint, as probably the majority of your readers will have an opportunity of studying it for themselves, Many of the clergymen and not afew physicians have been laid up with it. 1 am sorry that I cannot say that it is abating. Mast of the business transacted in Par- liament thus far has been of aroutine char- acter, and the sessions each day have been short. The notices of motiuns and ques- tions to be asked are numerous, and em- Grace every conceivable subject. The first ‘ball was tired on Wednesday last by Mr. | Dalton McCarthy, who brough: in a bill to amend the Northwest Territories Act, by jabolishing the official uge of the French jlanguage. Mr, McOarthy supported his | @ieasuré in a speech of some length, in iwhich he disclaimed all hostility to the (French people, and declared that his sole jobject was to foster the building up of a | Canadian nalionality. Mr. McCarthy was followed by Mr. La Riviere, M. P., for l’rovencher, Manitoba, who made a vigor- ‘ous speech in French, in the course of |which he was loudly applauded by the iFrench membera on both sides of the i;ouse. Mr. La Riviere is a fluent speaker in both languages, and we shall doubtless ‘hear from him frequeatly upon this ‘question before it is decided. He is inclined to be corpulent, but hag a fine, intellectual face, and is as chever as he jlooks. (L was mistaken for him several times last year.) After a few words froia Messrs. Chapleau and Laurier, the fur- ther discussion of this measure was post- poned until its second reading, which will take place in a few days. The Senate has adjourned till Febuary 4th. Senator Mont- gomery has been unwell, but nothing serious the matter. Senator Prowse leit for Chicago on Monday evening. Senator Howlan looks twenty years younger thin he did last session. [ don’t think he ever enjoyed hetter Realth. Our members of ihe Uommons here are Welsh, Perry, Rob- ertson and McIntyre. A new election for unfortunate Haldimand will be brought on immediately, and the return of Dr. Montague is confidently expected. The Dr., who was formerly a Baptist minister, is an acknowledged orator, aud an acquis- ition to the Government benches. Mr, Perry has several questions on the order papers. In answer to an enquiry as to whether the Local Government of the Island had drawn auy money from capital at Ottawa since 14th January, 1889, he was informed that they had not. He also wishes to know if the Government have ap- pointed an Inspector of Fisheries ior the Island in the place of Col. Hunter Duvar, who he is, the date of his appointment and the amount of his salary. Another piece of information he desires is whether a post office has been established at or near Paimer Road Chapel, as promised by the P. M.G. Ifso, when, and who is post- master. Mr. Welsh has applied for a copy of the government engineer's report of surveys of the harbors of Pinette and Wood Islands, and also a copy of a report of survey of New London harbor and breakwater. The Jesuits’ estates question will again be brought before the House by Colonel O’Brien, who has asked for copies of the reports of the Crown Law Officers on the biil, and all other correspondence relating thereto. J understand that a bill to incorporate the Orange institutions will also be sub- mitted this session. The irrepressible McMullen has the order paper littered with netices of motion, but he was badly sat on in the House yes- terday afternoon. He wanted tv know the salary, sessional allowance, traveling ex penses, cab hire and all other sums drawn by every Minister of the Crown, High Cuin- missiover or other Foreign Plenipotentiary from ist July, 1867, to 30th June, 1889. To this Mr. Tayior (Government whip) offered an amendment that the return in- clude the amounts expended by each mem- ber ot Parliament for traveling expenses to and from Ottawa, and for board and lodg- ing while there, stating specitically the dis- position by each member of his sessional allowance. Also whether he traveiled on ‘a railway pass, etc. Mr. Taylor’s amend- ment brought down the House, and had the effect of Mr. Laurier requesting his faithful follower, McMullen, to withdraw his ‘motion, which he did with a very bad grace. ' Dr. Darby Bergin is the smallest mem- ‘ber of the House, but he is one of the i pluckies®. He has got into a snarl with Chief Engineer Page, of the Department of , Mr, Colter, atter occupying his seat for a| Earnscliffe last night. quence of his appeal having been dismissed | Sir John Macdonald. and the Bishops of Quebec, on alleged grievances suffered by the French Cana- dians and haif-breeds of his diocese. The letter is veiy strongly worded, reflecting seriously upou the conduct of Government otticials, and begging his brethren in the Episcopate to try and divert some of the French Canadian emigration from the United States to the Northwest. The cost and ,expense of building, fur- nishing and running the Government Print- ing Bureau is also to be made the subject of enquiry, and it is not improbable that some important changes may be made in the management of this institution. A recurn has been asked for the quantity of fresh beef, salc pork and bacon imported into Canada from the United States during the past 18 months, with a view of increas- ing the duty thereon. From the Peport of Indian affairs we learn that the number of {Indians on P. E. Island is 314, and that their general condi- , tion is satistact ry. The Rev. John Read, of the First Meth- vdist Church, Charlottetown, oceupied the pulpit of one of the Ottawa churches last Sunday, and also delivered a lecture during the week. Mr. W. Leslie Clay, Theologi- cal student of Montreal, and son of Deputy Sheriff Clay, of Summerside, has been preaching in Bank Street Church for séve- ral Sundays, during the illness of the regu- lar pastor, Rey. Dr. Moore. Mr. Clay has taken Ottawa by storm, and his sermons ate widely talked of. You know Rey. Mr. Herridge, of St. Andrew's, (son-in-law of Rev. Thcmas Dancan, formerly of Char- lottetown), is par excellene the pulpit orator of Ottawa. I have heard good judges give their opinion, and theysay Mr. Clay is after the Herridge mudel, and bids fair to equal him ere long. Dinner parties are in order now, and several take place- every evening. The Finance Minister and Mrs. Foster give ove this evening. Outside of ‘*La Grippe,” the great event of sucial life this session has been the ostracism of¥Mis. Foster by the female powersthat be. To the grand state dinner at fideau Hall, on the first night of the sessiun, Mr. Foster was invited without his wife—an omission intentionally made ; and, strange to say, Mr. Foster ao- cepted and attended the dinner, Manifest- ly his duty was te have returned the card of invitation to His Excellenry’s Aide-de- Camp; but he seems to have thought differ- ently. Only two Cabinet Ministers’ wives ca!led on Mrs. Foster, viz: Lady Thompson and Mrs. Tupper. By the others she has been quietly ignored. Apropos of dinner parties, Mr. and Mrs. Welsh dined at Mr. Welsh enjoys the rare distinction of being the on y men - ber of the Opposition invited to dinner by Notwithstanding the overwhelming Con- servative majority in the Senate, Senator Haythorne has been chosen chairman of |the committee on reporting debates. It is (said that this is the first instance of the | kind. | A deputation waited on the Minister of the Interior this week pressing for a land lgrant in aid of building a railroad from | Winnipeg to the Pacific Slope. Several petitions have been presented from districts in the Northwest Territories against the abolition of the official use of the French language. Some of the French members, it is said, intend addressing the House in French only this session, as a pro- test against the agitation led by Mr. Me- Carthy.
