HOOD ifs: LEGISLATURE. lnldlbhhlln llllllllllll B33133 Hon. Mr. LAinn.——We know of sherifi who prostituted their position in order to aid the Conservative pt“!- I can prove that statement in bitch and white. This is not a new system -—-the Dominion Governments Which the hon. member support‘: he" ti“ privilege of choosing their returning ofiicers, and if it is right for them, why not apply the same principle to the Local Gonrnmeut? It may be the case that the sheriff for the time being would be incapable of performing his duties. The old gentleman who now occupies the position in Queens County is past his days of usefulness. I know of an instance in which a deputy sheriff oflered a person the position of presiding ofiicer if he would support a . certain candidate. He indignaritly re- _ fused, and the position was given to a servile Tory. If the sherifl' is qualified .. and is known to be a conscientious man Dr. Rainsford‘s idea that the worst in- fluences of the saloon can be destroyed by giving facilities for the sale of beer and light wines in respectable places is not ngy, We have had the beer and wine controversy in this county. On the one hand itis urged that men can be weaned from whiskey and other heady liquor-ato light and wholesome alcoholic beverages. On the other hand it is ar- gued that beer-drinking is astepping-stone to whiskey-drinking. It is a controversy which may be prolonged indefinitely with- out either party convincing the other. Whatis newiathe appearance ofe clergyman as the advocate of the beer and wine theory, and his “propolll Chit places for the sale of these bevencel shsllbeopenedasa measure of philan- thropy and social reform. These features have given rise to much newspaper com- ment, largely of a humorous kind. A recent imue of the New York,Herald contains a cartoon representing one of the “church saloons.” The bar-room contains the usual collection of needy and hilarious gentlemen; but behind the bar are suchlegends as “ A Tract Goes With Every Drink," “We Believe in Practical Piety and Pure Whiskey," “Patronise Christin Saloons Only.” The humor is somewhat coarse, but the prelude is like- ly to represent wrongly the popular view of the proposal. Dr. Rainaford is, no doubt, incerely in earnest in his desire to battu’ the condifion of the masses in New York, but the attempt to reform the ways of the mloon-by selling beer and wine in respectable places. isanexpari- ment fraught with peril. ‘Beer is not so innocuous a beverage as the brewers would have us believo, and, whatever they may say, it does frequently create the taste for stronger compounds. It would be a disastrous thing if the reformed sa-‘ loons should become training schools for the old fashioned ones. The cofee-house idea, of which Dr. Bainsford "u an exten- sion, isagoodone; and whsrethecoifeo lrousehasfailedtobeasuccemfulrivalto thesaloou, ithasps-obably beenbecause it hasdegeneratedintoa mere restaurant. What is wanted is a place where, on pay- ment of a very small sum, a man may get some light refreshment, chat with a friend and read the papers and magazines. —Globe. -—:—2 Plot to Blow up a Railway Station. Lozmor, Hay 3l.—What is supposed to be an attempt to blow up the railway station at London Fields, in Northwest London, was dheovered today. A police- man on duty in the vicinity, observed a gang of men acting ins suspicious manner near the station. He watched than us- seen for a time, and became convinced that they were engaged in some unlawful operation. He made his way towards them, but just before he reached the place where the men were, he ws's see; by them. At the sight of the policeman the men threw something away and dashed 08 at the top of their speed. The policeman pursued them a short distance, but they were too fleet-footed for him, and succeeded in making their escape. The policeman re- turned totheplace where he had fir-at seen the men, and looked around to dis cover what it was they had thrownaway. He found four powerful dynamite car- tridges to which fuses were attached, and it is believed that the men were arranging to place the explosives in the railway eta. tion. The afiairhas caused the deepest indignation. It is thought that the men whose nefarious scheme was frustrated by the vigilance of the policeman were for- eign Anarchists.-Many of them have flocked to London since the authorities in continental cities have stated their cru- sade of extermination against them. There is absolutely no clue to the iden- tity of the men, butevery effort will be madetodiscoverand puniahthem. Sev- eral of the recent alleged discoveries of dynlmito outrages and bombs in various parts of London have turned out to nothing, but i the discoveries of today leave no doubt that mischief wasintandad, m Souanice ha ' lamps willbg .013 gard cheap at W. Does not the hon. member believe there are many men in all the counties just as well qualified to perform the duties as the sheriffs? He talks about the Government appointing returning oflicera to favor our party-—he must be measuring our com in his own half- bushel. Mr. C.un>nsLr.-——God forbid. Hon. Mr. Lamn.—I would seem to gain as election by the favoritisms of a partisan sherifli This is simply a safeguard. It allows the Government to appoint a suitable person if the sheriff is incapable. Does the hon. member believe all the wisdom and justice and equity of the province is in the Conservative party‘! Did not be state that it was expediency that induced them to in- troduce this Bill’! Hon. Mr. L.unn.—I said it was in the interests of economy. Mr. CsxrBsLr..——Whsn the House met, the abolition of the Council was not the policy of the Government, they had another policy but they had not the courage to carry it out. They in- troduced a Bill to abolish the Council which was right, but in order to suit party purposes they "support the amendment proposed by the ohon.mem- be!’ from Cardigan, and now they put in a provision to oppress the people and thwart their wishes by introduc- ing the mortgage vote. We see men prestitating their position for party purposes. This mortgage vote is in- troduced at the demand of one member in the House of Assembly. Hon. Mr. Roosss.—-The hon. mem: ber accuses supporters of the Govern- ment of being scrvile followers of party, but I would like him to point to a single instance during the ' last twelve years where a supporter of the Conservative party voted against a we see supporters of the present Government ' moving amendments to the present Bill. It is only about two years ago that we consolidated the laws which cost the country about $10,000, and» as I told you before, I am informed by gentlemen of the highest legal attain- ments that the book is not worth the paper it is printed on. This will 09 doubt be one of the laws which will be consolidated properly in a very short time. I can state that I have had no outside pressure brought to bear on me to induce me to vote for the Bill. I vote to give fair play to the people of King's County, it was very unfair that Georgetown should send two representatives to the House of Assembly and this will equalize the districts in that County.
