Most violent criticism of the bill. under which the federal government would guarantee interest-free bank loans of up to 1.000 a year for five years ior university-level students. came from G. S. Thorvaid- son (PC—Manitoba). "I believe this bill is so bad. no lrresponsible.- so simply a vote-catching l:immick that it does not even deserve to go to a committee of the Senate' The senator said the bill was a bad thing for Canadian unity in that it exaggerated the "opt. ing out" formula for provmcea. and a bad thing for the young people of the country Not only was education pri- marily a provincial responsibii iiy. but the need to earn me money to pay for their educa- tion themselves was an import.- ant way of building the charm» ter of Canadian young people.
