Mr. Mackenzie was born in Scotland some 66 years ago, and was a descendant of the Mackenzies of Ross-shire. He was the fifth son of the late Mr. John Mackenzie of Hurtsville, Strathalbyn, who came to the Island from Scotland in 1840. Mr. Mackenzie was educatel at Ha.:-tsville school and the Central Aca- demy, Charlottetown. Here for many ° years he conducted it mercantile business. He always took an active interest in pub- lic affairs. and in 1876 he was returned as amernber of the Legislative Council for the First District of Queens. He was re- elected to that position from election to election with one exception down to the date when the Coui cil was abolished. In public adairs Mr. Madkenzie was al- ways a staunch Liberal, but while a party man he always had the interests of the country at heart and took s broad and in- telligent view of the questions of the day. There was _s pretty general feeling that a radical change in the methods of maintaining our public high- ways was necessary and a radical change has now been formulated and proposed. We have a very great mileage of roads in our little Province in_proportion to its size, almost enough, in fact to divide the Island into blocks of one mile square by high wa) s. Probably no other Province great a mileage of highways. It is also to be observed that our fertile soil is not well adapted for maintaining good roads. lt is indeed easily put into shape, but in the wet weather of the spring and fall speedily becomes cut into ruts, 'or washed away by the rains and melting snows. _ It has long been notorious that the old method of statute labor was an ineffici- cient and wasteful method of construct- ing and maintaining public roads. but the system grew up with the country and was continued from yerr to year for_want| of a better. Now the contract System is to be tried, and we see no good reason why it may not prove to be an improve ment if coupled with skilful and vigilant inspection. Much will depend upon this and the elimination of politics.
