Dean Str,—-Any one who has tsken the trouble to read the Mayor's report for the st vear must realize the fact that our Civio affairs are in a deplorable condition, and, jud ing from reports thay have since been made pablic, our credit is ata very low ebb. fhe extravagance and incompetence that has of late characterized the management of the City Council should be tolerated no longer Unless the citizens rive up and pro- test, and devise some & theme to remedy existing evils, before many moaths elapse, the result will be bankruptcy. The Mayor's report shows that something like $14.000 is due the city for arrears of taxes. Probably not more than 25 per cent. of that amount will ever be recovered. What better evidence is required te prove that the lan of taxing tenants on rental is a failure and a farce * Until the law is altered and the assessment levied on real estate, incomes e., taxed, and payment in all cases strictly en- forced, the revenue of the city will never be adequate to the requirements, nor be fairly derived from the proper sources. Great economy must alse be exercised in the expendiiure, and kept within the income. The Council shouid also be reduced to tive instead of ten. The old adage ‘‘ too many cooks spoil the broth,’ may properly be ap- plied in this case. We liave now too many representatives, who, as is the case in the Legislature, waste most of their time squab- bling with one another. With fewer men, more work would be ac- complished. As the House of Assembly meets early in March, and any alterations in the City Charter should be prepared at an early date, J] would suggest to thé Mayor the urgent necessity that exists of his calling a meeting of representative citizens to discuss the situation. OBSERVER. > >_ee~ % Another Fire—A Charge of Gross Mismanagement. To the Editor of the Examiner. Sir,—The new Fire Department, under the control of Mr. Pickard, were ealled out by the sound of ‘* Big Donald,” last night, about one e'clock. As might be expected, the Department was very badly handled, so much se that the building in which the fire took place was pull- ed down by the Hook-and-Ladder Company and lodged against another house near by, causing it to burn also. This bungle will entail considerable loss on the owner of the building, as well as the In- surance Company in which the property was insured. Should a large fire unfortunately occur un- der the present management, the question will be,‘* Whe is to blame ?” and it seems to me it would not be diflicult to solve the pro- blem.
