Some claim the setback marked the end of a summer rally. Others vlew it as a temporary interrup- tion. . In any case, an advance that started in mid-June, after the market had plunged to a 4 1-2- year low, was stopped. Faint signs of trouble appeared toward the close of the previous week. Then, last Tuesday, a three- day decline reached a climax when the market, in a quiet and orderly fashion, took the worst spill since June 13. Wail Street wasn't too much concerned with what was a com- paratively severe drop. The ex- perts sav/ nothing in particular in the news to account for the re- lapse, aside from a larger than usual batch of dividend reduc- tions and omissions. For the financial district it was a period of watchful and hopeful waiting. Wall Street watched for a new trend to take shape and hoped, as usual, that it would be upward. . llplurn In Demand For Sleel Continues CLEVELAND Aug 28—-(AP)—The upturn in demand for steel con- tinues, said the magazine Steel today. ' Contributing to the trend "are completions of inventory reduc- tions, a conviction there will be no immediate steel price cuts, and an improvement in some fields. notably the household appliance industry," the trade journal con- tinucd. The United States steel-making rate advanced another point last week to 84.5 per cent of rated capacity. This was the highest point since mid-June and was equivalent to 1,560,000 net tons of ingots and castings. Washington Talks More Than Mere Financial Parley Canadian Press Staff Writer The three-way financial talks in Washington next month are billed as a conference to try to solve Britain's dollar shortage. But they are mcre than that What happens in Washington will have a direct effect on Canadian business. If a solution can he found for Britain's problems, the same solut- ion probably can be used lust as well to put all oi Western Europe on its feet. ' If Britain and Europe can get enough United States dollars. and are able to use them wherever they wish. Canada is bound to get some of them in the course of in- ternational trade. If that happens. Canadian business will benefit. If Britain and Europe can't get. enough United States dollars. or if the dollars are tied up so they can't be spent in Canada, then overseas huying in the Dominion will fall off and Canadian business will suffer. The Marshall Plan has helped British and European recovery but a number of circumstances have recently combined to lesson its ef- fectiveness. It has become obvious even in the United States‘. that the pls-n alone will not ensure recov- C FY.
