Those who will be called upon to pay these revenue taxes will have the natural feeling that someone else might well have been granted the honor. But it seems likely that few will find themselves slighted. One good thing can be said for most of these rev- enue rslsers, and that is that they have e. universal application. We must all "chip in." The people have a right to ex- pect that there will be no profit- eer-ing. A patriotic duty will rest upon all manufacturers and mer- chants who trade in behind these tariff walls. They should refrain. as from any other act of treason. from combining to raise prices higher than ‘the costs of product- ion s~nd handling require. Of course, the Government has taken power to punish such action. They can levy sii excise fax equal to the duty on any Industry which unduly ralsfis prices to the consumer. The same provision might well be made to apply to importers who profit-by the preferential tariff. Neither should they be permitted to charge more than a fair profit on goods which get on the Canadian market because the foreigner is shut out. The Government will be held strictly to account in the expendit- ure of the large sums that will be brought into the public purse by the new imposts. There must be no waste. Money spent. must be spent for the good of the country and not for the good of s fortunate few. It is well that all those who dispense fat contracts should re- ‘ this. The agricultural interests have not been lost sight of ll’i the Bud- get. Something has been done for the farmer. But, in view of Can- adian conditions and the state of the world's markets, it will be nec- sesary to do very much more to bring Canadian agriculture out of the state into which 1t has fallen through no fsult of its own.
