The Declaration of Lon- lon sets forth these facts and rules. l‘he British Plenipotentiary signed the Declaration with the others and, if course, the Imperial Government is now fully committed thereto. The chief objection is urged against Article 34 of the Declaration, which nakes all neutral ships carrying food-stuffs, or any other conditional zontraband, liable to seizure if the goods are` consigned to any place lerving as a base for the armed forces of the enemy. The opponents of the Declaration believe that if Britain were at war, any port inthe llnited Kingdom might be declared to be such a base. Britain is doubly interested in this matter because two-thirds of her food supplies are drawn from beyond the seas, and there is great danger that such sup- lies might be cut oil in case of war with another formidable naval pow- er. She is also interested as a neu- tral, her ships having a very large share of the carrying trade of the world, and being thus very liable to seizure for carrying contraband goods. .
