OUR INDIAN WARDS¢ The annual report on Indian affairs has beendistrlbuted, and shows that to a certain extent our Indian wards have shared in the general prosperity ci' the country. Their general health has been good. and they appear tc be making gradual although slow progress toward 1902 being also shown: Census 1003 Increase Ontario, 151,093 110 Quebec, 1D.Otiii 224 Nova Scotia, 1,030 -#- New Brunswick, 1, 699 55 P. E. Island, 301 -- Britlsh Columbia, 25,582 X2 more comfortable and less precarious metbcdsofliving. If this is not true of all the bandsltis claimed to be true oi the majority of their number. An an- nual ennuuieratlon is made of the Indians in tl1eDan1inion and on July, 1903 the total was found to be 108,:£Ii3 distributed as follows, the increase or decrease from Decrease 137 15 Manitoba, ti,r~l‘.£!) 75 N. W. Territory, 17,0-I9 -r-- Athabaska,l,23S.\ -@- Outside Treaty Limits, ‘Z0 815 --- Totai 108,23!! 5-iii 125 The net gain in numbers during the year was 121. There were :£311 births and 2,1-iii deaths. There was thus a natu- ral increase of ifil, the difference between this and the net gain being accounted for by migration across the .international 273 boundary. Hithertc it has been rem11rk» ed that contact with civiliz ation has brught about decline in the numbers of the Indian population, but the report. speaks hopefully that the foot of this de- cline has been reached and some small gain in numbers may be hereafter looked fox. The Indians ot the United States, which are more than twice as numerous ns those of Canada, increased from 240,273 In 139) to 270,514 in 1900. The annual expenditure on account of Indians in Canada averages over a million dollars voted yearly by Parliament, be- ams. which wma $275,000 s y-sr is @1- pended on their account from thllndisn fund, which includes moneys secured to the Indians under treaty and from sales of land, timber,et.c. surrendered by them. In the United States the expenditure for Indians in 1902 was over $10.w0.000- °f which 81,240,000 was for schools. Our own Indian expenditure is largely made up ot payments under treaty, the support of industrial and other schools, the salar- ies cf agents and the official stuff, medi- cal attendance and the relief of the aged and indigent. Canada is fortunate in the faot that her Indian population is thor~ cugbly loyal, and mainly peaceful and law-abiding. This is largely due to the fact that the nation has always kept faith with its Indian wards and has strictly observed all its treaty obligations.
