Crippled Children's work. and any en- deavour that would further better health and welfare for our citiz- ens found him without a peer. As representative in the Prov- incial Legislature, from the City of Charlottetown. over the years. he was always striving to place on the Statute books of this Prov- ince legislation that would be of lasting benefit to all of our cit- izens. One of the outstanding char- acteristics of the Hon. Doctor was that. regardless of politics. he was always the leader and ad- viser in any movement for the betterment of our system to pro- vide better health and education for all of our citizens. Our pre- sent Department of Health and Welfare and our Department of Education. will always be looked upon as monuments to his fore- sight and acumen. It was a notable criterion of his character that he consistently FY merit and service of his fellow man. at times. when appreciation‘ might do the most good.
