Boston. The specific charge against
them is the larceny of $360 worth of
woollen cloth from the Boston and
Maine Railroad.

which the British side of the fishe-
ries dispute with the United States
was presented to thc intcrhntional tri
llrunal at The Hague was expressed
by 'two of the colonial representa-
tives at the hearing; who arrived
here today on the steamer Mongo-
lian from Liverpool. The men are
Sir James Winter, former premier of
Newfoundland and a counsel for the
colony at the fisheries hearing,` and
Inspector John O’Rielly, a colonial
fishing expert. Absolute impartial-
ity in the dispute was shown hy the
`ai-bitrators stated the two mon. An
award in the cane is expected about
the middle of September but Sir
‘James and the inspector said they
‘could not tcll which country the de-
lcision would favor. They were
lhupcful, however, that it would be
entirely to the liliiing of British in-
` tcrests.

QUEBEC, August A21-Contrary to
general expectations Inspector Dew
did not take his prisoners, Dr. Crip-
pcn and Miss LeNeve, home by the
steamers Royal Edward or balsa Man-
itoba and both are still at the Quo-
bec jail. Owing to the rumor that the
prisoners would be spirited away to
Rimouski or Father Point, there was
I5 large gathering of people about ths
tail last night, who waited anxiously
to get n glance at the pair.
A letter was received at the,jail
addressed to Dr. Crippen. On open-
ing it Governor morin found th-at it
contained a circular upon which was
printed a sermon. it was torn up.
Both prisoners are stated to be
anxious to get away. Speaking to
'Governor Morin, Dr. Crippeu asked:
“When do we leave?" On being in-
formed that their departure was not
known he said: "Oh, well, I sdppoao
wie will not be delayed long now."
The arrival_of Detective Mitchell
with the necessary papers from Otta-
wa is still awaited. and until he guts
here there will be nothing done.
The breach has widened between
the English and provincial author-
ties in the Crlippen ailair. Appar-
ently the officer at Parliament House
have sided with the Scotland Yard
men, and the county officers are be-
ing kept utterly in the dark as to de-
velopments.
The fact remains. however, that
until specific authority arrives the
county officials will not permit tne
removal of Grippen or Miss LeNeve
from the jail.
This authority has not yet come,
and there is reason to expect that it
may be delayed for some days yet.

Rankin, Jr., the millionaire philan-
thropist and founder of the school of
Mechanical Trade at St. Louis which
bears his name, is dead in Atlantic
City, N. J.
Mr. Rankin endowed thc trades
school with all his fortune, saving
'only $250 a month for himself. He
was 74 years old and it native of
Boylston County, Iioiidondcrry, Ire-
land. He came in 1862 to St. Louis,
which city he made his permanent
home until his death.
Mr. Rankin just' before tlepnrting

000,000 to thc school of which he was
