EXTRAVAGANCE ANP DISSIMELATION. A“ sample brick” from the Liberal Castle has been brought out by the Mail and Ewpire. Itwill be remembered that the Montreal Harbor Board desired te improve and enlarge the wharfage of the city, and that itvoughtea loan from the Federal Government in.order todo thework. A speculative faction having landed interests in the east end of Montreal demanded that another harboror wet dock be built near the lands in question. The board opposed this as unnecessary. But Mr. Tarte took the matter up and worked for the east end scheme. His infivence ecored a victory overthe business men of Montreal and over Sir Richard Cartwright as well, for in making the loan the Ottawa Mizis~ ters stipulated, at his instigation, that of the money borrowed, $750,000 should be epent forthwith in commencing, not a wet dock, as at first proposed, but a dry~dock io the east. The Harbour Commissioners still objected. They maintained that a dry-dock is not required, that $750,000 will not baild it, and that if all the money contemplated by Mr. Tarte be spent, the interest On the increased debt will be so~ great as to call for added charges upon shipping, which charges will do injury to the port. The scheme was forced through Parliament by Mr. Tarte and his colleague in this particular affair,Mr. Prefontaine, on the distinct pledge that the cost of this unvrcessary dry~dock, so beneficial to the east end land speculators, would certainly wot be laid upon the country.
