TTETOWN RRB THe DAILY BAAMONER, CHARLOTTETOWN, JANUARY 11,1900 THE DAILY EXAMINER JANUARY 11, 1900, BOARD OF TRADE MEETING. Taose whe etcod by the Charlotietows Board of Trade in the days of 18 adversity must have been gratified Jast evening at evidences of the strength it has now Tne recent growth of the insti- the atiained, ution is without doubt largely due to the votirisg efferts of Mr. Horace Haegard, its President, and Mr. B. T Higgs, its Secre- tary.Treasurer, both of whom have retired, usefulness is Itsecontinued activi y and Presidency aesured by the election to the | of Mr. George E Hughes, to the Secretary- | Treasurersbip of Mr. W. W. Clarke, aud an experienced and efficient council. The discussion of last evening was necessarily short and discursive. But enough was said to show that the Board is not disposed to put up with the means ef winter com- muvication that have been provided, The idea of having two winter steamers sod Only ove in operation is apparently, not pleasing to the practical men of busi- vess of this Province, and some pretty | strong language— perhaps a little too stiong—was used ino referenee to the Mioto and her master for their desertion of this port the second day after the Princess stopped running, and while the harbor is still wid: open. On the other hand, Captain McMillan and others’ were disposed to defer to the judgment of the captain, who has had twenty years experienceand who certainly should know best what hie ship is capable of. The suggestien of Mr. Rattenbary, that the Government should be asked to put the Stanley again in commission, was favorably received and ihe matter re- ferred to che Couneil. The report of the retiring President i* pleasant reading, though we fear that his view of the abounding prosperity, resuliing from the good crops ef the past year and the stirring timee abread, is eomewhet too roseaie. But we must take emphatic eb jection to that part of the repert whieh arcribes to Sir Lonis Davies all the eredi* for the Belfast and Murray Harbor Rail" way. To Senator Fergusoa, and Messrs* Alexander Mariis, M. P.,and A.C. Meo. donald, M. P., primarily, and to those who s:conded their efforte in persuading the late Government to commit the country to the constructies of additional branch rail ways in this Provinee,is due the larger ‘| and the principal share ef the credit for the work now begua. The Government of which Sir Louis Davies is a member ha, but carried out, im part, the braach rail - way policy to which Canada was com- mitted by the late adminisiration. We are the more surprised at the errer of the when we remember that the facte of th® case have repeatedly been set forta in th® columns of Tus Examiner. represented Belfast for masy years con- secutively ; buthe made no persistent of effective struggle for the brameh railways demarded by the people,— while ever since they entered Parliament, Senator Ferguson and Mr. Martin have beew fighting for th rights ef Prinee Edward Island im this regard. This afternoon the Grand Jury, having completed their work, were discharged, Previous to their discharge they presented the following revert: GRAND JURY ROOM, CHARLOTTETOWN JANUARY 1OTH. 1900. To the Hon. Chief Justice Sullivan and associate Justices of the Sup- reme Court of Prince Edward Is- land. We the Grand Jury of the County of Queens in Prince Edward LI land re- spectiully beg leave to submit the fol- lowing report :— We visited the Hospital for the Insane and found everything ina fairly good state, considering its very much over- crowded condition. We would strongly urve the necessity of immediately pro- viding the additional required accom- modation. We also visited the Poor House and found the wards in as good a condition as its overcrowded state would permit, except one room occupied by four male persons which was in a scandalous stale, We also visited the Jail which is in a clean condition and are pleased to find so few persons incarcerated therein. We feel that we cannot separate without expressing our regre! at the lcss sustained by the legal profession and the community at large, in the death of the late Malcolm McLeod, Esq., Q. C., so long one of the fore- most jurists of this province. In so doing we believe we are only voicing the sentiments of appreeiation for his character, ability and sterling worta, felt by the citizens of Charlottetown, amongst whom be so long resided, and bythe people of P. E.1., by whom he was so highly respected. P. BLaKkE,; Foreman for Self and Fellows. Taurspay, Jan. 11, The case of Matheson vs. Grant ia before he eourt. P. E. ISLAND HOSPITAL. The P. &. New York, Jan. 9.—Cabliog to the Tribune from London régerding ibe eriti~ cisme of the military authorities, Mr. Ford says: “The excessive and wanton ciitiviem of the military authorities by ihe black press bas recoiled against it ; the generals in theffield have been «psred, Lut sniping has been going on continaou-ly againat the ministers, the War Uffice aod the head- quarters etaff. This andiecriminating fusilade agaiust officials who are laboring aexiously at their pests and doing their best, even if come ot them have blundered and failed 10 forecast the magnitude of the struggle in Seuth Africo aad the upique defeasive tactics of the Dutch warriers, is beginning to excite indignation aod cosiempt. Lerd Lansdowne, who is the chief t rget fer the Daily Mei.’s quick firers, way bave his faults asthe head of the everworked War Office, but he ha sent both his sons, Lord Kerry and Lerd Charles Fitzmaurice, to tne frent, and has igi‘ed uoceasingly. Lerd Wolseley, Sir William Butler, Sir Jehea Ardagh and ether military men who have been uader fire frem the black pre+s, cannot vielate official decorum and defeud them - selves. WILL PROVE A BOOMERANG. “ Tare kind of warfare is uafair and us-Baglish, and is reacting against those who are conducting it, especially when they are enmeshed io their own polemics ever artillery and driven into a furious osslaught Gpom the military writers of reputable journals as offieial hirelings. The ministers may have madea mistake of werking teo steadily aad delivering too few speeches ; certainly there are many thiags to which they could direct public attention with a gocd grace. Whatever miscalcniations were made at the outset of the war, the ration was as blind and infatuated as the ministers themselves. The largeet English army ever put into the field has been carried t the ends of the carth with perfection of system and detail and the United Kingdom has not beem denuded of battalions. ‘“‘When the war opemed there were sevenieen infantry battalions ia South Africa and seventy at home; there will be at theend of this moath, apart from cavelry and artillery, seventy six battal- ions Of infantry regulars im the ficld and seventy three in the United Kingdom. COMMENDS FTS WORK. “This astonishing result has been eecur- ed by calling out the reservists, by leavs ing line mea under age at home and by stiffening detachments with militia. The barracks are as fullas they were when the war opened, and the third line of de fence has hardly been drawa upon. “ Tf a dozen battalions of militia have volunteered for foreign service, fifty more remain in reserve; if 7,000 volunteers and 3,000 yeomanry cavalry have been sllowed to enlist for the war, there rea main behind 260,600 citizen soldiers for a future emergeney. The War Office and headquarters etaff clearly deserve credit for the sysiematic eperation of the mobil- ization scheme, and old England, pulsat- img with patriotic ardor, is a long way froin being at the end of her military re-~ sources.” PERSONAL. a ° Interesting ketter from Mr. Lor Be ; Rev Dr. Morrison wasa passenger by the | rain from the east today.
