The ravages of diphtheria in Russia have been truly borrible. Originating 1D Bess irabi the voverping } casus alvae no less than sinia by it, Toe Leadsslaa, however, does oot presence of gigaatic disaster, aod ex~ claim, like our friend the Turk, ‘ It is the willof Ailah.’ A Christian nation ality. however low his present grade of culiure, always possess the germ of eivil- ization in its conviction that no evil whatever caa possibly be the will of the gouree of allgood. A plan for a general campaiga--a Russian aggressian— upon the dreadful epidemic has been worked out by Protessor Bystroff and adopted by a commission of experts to whose examl- nation it was submitted. We learn that there is something else besides nibilism occupying the Russian mind when we read that it is purposed within the next tortnight to dqspateh 30 select physicians and 300 Sisters of Mercy to Poitowa for the doctoring and nursing of those seized by the disease. Huch physician is to re- ceive 300 rubles for travelling expenses and 100 rubles a moath as salary, while each sister receives 100 rubles for cost of jouroey an 25 rubles as monthly pay. The resolutions of the Commission on Diphtheria have been iaid before the General Assembly of the ‘Red Cross’ for approbation. = --—— Dr. Russe!/ and Sir Garnet Wolseley A notable quarrel is on foot between Sir Garnet Wolseley, Commander-in-Chief of Her Majesty's forces ia South Africa, aod Dr. Rassell formerly correspondent of the Times and now of the ZYelegraph. Sir Garset. charges the famous scribe with faisehood aud exaggeration. In the let- ters writteo by him from the Cape, Dr. Russell had Genounced the conduct of some of the Lritish soldiers in the Traans- vaal. He repeated the statement of an inkibitantat Heidelberg, that they ‘ had cleaved out all the poultry yards, broken into all the canteens, ransacked the houses, and stolen even the church clock.’ He said that though Sir Evelya Wood, when at Utrecht, ordered all-diquor shops to be closed, the law officers did not sus- tain his action, and if a Dutch settler re- fused to sell spirits to the soldiers, they ransacked |\is supplies, Sir Garnet Wolseley declares the assertions to be in- famously untrue. Dr. Russell is now on his way home, and the discussion promis- es to be serious. The correspondent is no mean antagonist. The quarrel is much relished at the Horse Guards, where Sir Garnet is anything but a fa- vourite. A large military faction is eu- vious at his sudden rise, and would be greatly rejoiced at his discomfiture. ——t eee Forney’s Progress states that George H. Stuart, the well-known philanthropist of Philadelphia, has lost his princely fortune by the failure of another whose endorser he had become. Mr. Stuart was the presi dent of the sanitary commission during the war, and devoted himself to the humane and patriotic service for which the com- mission was organized with an earnestness and zeal which made his. name not enly known but beloved in every camp of the Union armies. He surrendered his entire estate to tha creditors of the party for whom he endorsed, and now, at the age of seventy years, he lives in a rented house, yet meets his friends every day witha sweet stnile of conscious integrity and the proud conten: resulting from a well-ordered and henorable life. ~—s oo In a Fit av rox Masruzav.—Monday afternoon, as Mr. Charles P. Terry, rigger, was at work on the masthed of sch. Col. Cook, at Leigton’s wharf, he was taken with a fit, and fell on the crosstrees, and his body rested in such a manner as to pre- ventjhim from falling on the deck. His situation was at once observed and Mr. George Burgess was hoisted up and secured him until he came to himself, when he was safely lowered down. It was a _ terrible sight and a narrew escape from a terrible death.—Cape Ann Advertiser. - a MOVEMENTS OF THE Fisainc Fieet.— Four fishing arrivals have been reported at this port the past week—one from the Bay of Fundy, two from Grand Manan with frozen herring. and ene from the Georges with a good trip, hailing for 35,000 Ibs cod- fish and 1000 lbs halibut.-—Cape Ann Ad- vertiser. —_—— ee Astonishing Success. THE DIFFICULTY IN MAINE, ETC. Wasnineton, D.C., Jan. 12th, 1880, I have talked with a prominent Maine Republican, who has just returned from the field of operations, about the situation there and the probabilities irom his stand point. He claims that the Republicans are ceriain of finally controiling the State Gov- ernment, and LI shall give as clearly and briefly as possible his idea of the plans and the results anticipated. Mr. Hale, he says, went into the fusion-Legislature, in order to give them a plurality that they might, if so disposed, so tar do justice as to seat the 14 Repubiican representatives from the cities that-are entirely disfranchized by the Governor’s count. They refused to do this, and after protesting against the legality of the Fusion organization next day, without a quorum, he quit them. The Republicans are now waiting patiently for. the crumbling of the Fusien combina- tion. Ohio Republicans say it is held to- gether solely by the fear of many of its inembers that they will be charged with bribery if they break away; and that those who huld certificates to which the election did not entitle thei will begin to go home, and several of the Greenback members who were fairly elected will act with the Re- publicans; thus the Legislature will finally be erganized by those who were elected ac- cording to the returns uf the lecal of- ficers. My anthority say that the fusion- ists «will not last much longer. That is the Republican view. - I find the other side less clearly stated, but that the Democrats are no less sure of holding the state aw Garcelon left it.
