They are doing the very thing that they say the Minis er cf Justice and this Government must not do, and which IL agree that we shoul notdc. Weare told that we should have io regard whatever to the political opinic as of the people, but thet we should wake a redistribution fairly on a broader princi le, and uct think of taking & pariy advan age. We are told that we have nothir g tv do with that; but what does the hon. g2m:leman opposite do? He asaya: | am go ng to analyse the opinions of these people; and in doing that, does he goall uver their past history and all over the electicas in which they have voted? No, but h» goes to some recent election, and becau:3 they may have voted im a given way, |e says; 1 am not going to allow you to mace a symmetrical division of this Island in order that we may have the prin- ciple of representation by popu- lation ‘arried out. Therefore, Mr. Chairman, the vey gentlemen who denounce in this Hous: the allowing of political or party consid 2rations to weigh with us : these are the ve -y gentlemen who allow political and party considerations to weigh with them. If I a mitted for one minute, which I do not, U.at there is any cogency in the argu- ment -f the principle of political opinions being sonsidered, | must remember that if Lot 24 at one end of King’s County is broug it into Queen’s; yet in Lots 61, 63 and 6-., in which there is certainly « Cath- olic vi te, it is a stronghold of Orangemen. Lot 6) , 63 and 64 have about 3,000 Pro- testan s to 200 Catholics, and I am infurm- ed by one who can speak with authority, that t).e majority of the Protestants belong to the Orange order. What, thea, is the hon. nember for Queen's 8° very angry about / Mr. Yeo followed in a temperate epeech agains» the division. Mr Masson had at first been impressed with !fr. Davies’ plea for the reteation of count: boundaries, but having learned that counti+s on the Island were entirely differ- ent frc m countiesin Ontario, that there were no co.nty councils or municipalities, snd that t):e counties were nuthing more than jadici:! districts, and their associations only sich as pertain to judicial districts, would support the Bill. Mfr. Davies’ con- tentic 1 that the division was aa attempt to legislate him out of parliament was a man of str: w that did not require so great sn amoui t of rhetoric as had been displayed two knock it down. Mr. Weldon was surprised at Mc. Davies’ intem erate language. The proposa) to distrii ute the Island was an_ intelligent andre sonable one, and on the principle of equal zation of population was unobjection- able. Mr. Davies’ contentions amounted to nothing. Taking into account the equal- ization of the disiricts, and not meddling witht ielinesof townships, a more equitable, reasor able arreagement could not be made than that proposed by the Bill. But when- ever the principle of equalizstion of popu- lation cuntlicted with the principle of least disturbance of boundaries, he would stand for the latter ins‘e d of the former, and would, therefore, suppo t Mr. Davies’ am. endm :snt. Mr: Mulock made a lengthy and very irrelevant speech, which was not surprising unde: the circumstances. He spoke of the rail wagging the dog, and wanted to know if the administra’ion was gcing tu be dictat- ed t» and drsgooned into a line of action by tv \ of their followers How did :t cme that ){essrs. Macdonald ani McLean had such :.n influence with the Cabinet ? It was not a: irfluence which had been manifest- ed on the floor of the House, but outside the Bouse, and it was time that the House prote ted itself against inflaences of that chara ‘er. He e Mr. Macdonald invited Mr. Muleck tu naise the influunces he referred to, if he dared, but Mr. Malock dared not amd ¢2- plained thst he referred only to policicsl and party pressure. But it is doubtful if the gentlemen krew what he referred to, or even what he was saying, as he had scarcely recovered from a “strong wesk- ness” which had vecessitated his evriy re tirement from the House the previous even- ing. Mr. Davies’ amendment was ten put and lost on a division of 49 yeas to 71 nays Messrs. Weldon, Oockburn and McLean of York, voted with Mr. Davies’ Mr Welden’s championship of the integrity of county boun iaries m.y be sincere enough, but it is instructive to point out that the County of Aibert, N. B, which he repre- sents, has a population of 10,971, and that the County of Westmoreland, NB , which is alsv re presented by a single member, Mr cwiak Wood, has over 41.000 inh .bitents Mr. Weldon cou'd hardly ba expected, after having pleaded successfully tor the preservation of his own littls constituency, to vote for bresking the lines of another couuty. He has uv objection though to sit for one of the smallest constituencies in the Dominion, and where the coniert is a rematkably easy one. I think if I had been in Mr. Davies’ place I would have preferred the opposition rather than the support of such a nocdle as Mr. Cockburn -—the jackass who displayed such monu- mental ignorance during the debste on the tunnel question last session. To the boundaries of the district of East Q wen’s Mr, Davies objected Lot 24 had no vusiness there ; it had always belongel tothe western section of Queen's Coun'y and had uever voted wi-h the eastern section for either Council or Assembly. Moreover, is had a Conservative majority of 200, and, having taken the three King's Conoty lots with a Contervative majority of 128 in'o Kast Queeu’s, it was unfair to take Lot 24 withi's 200 Conservative m:jority from West Queen's and plac> it in Kast Queen's. Surely hon geotlemen oppusite dil not want to legislate a man out entirely. Mr.' Macdonald contieued: Now let us look for a moment at the proposition of Mr. Davies He says that we have dumped a large Cons: rv- ative vote onhim. The facts of the case are, that according to the Redistribution Bill, Weat Queen’s shows a mejority in favor of the Conservatives of 89 votes. According to Mr. Davies’ proporitioa the taking off of Lot 24 from East Queen’s and adding it to West Queen’s wouid leave him still a majowity in, West Queen’s of 227. I ask hon. gentlemen | which is the fairer prop sition: our small’ majority of 89 for the Conservatives, or his proposition to take off Lot 24 and leave a large majority in favour of bimself and friends. I beheve that the proposition of the (iovern. ment as stated in the bill is as fair as any man; could make it teking it from ove end of the’ Island to the other, and ae fair as it is possible | to doit, having the township Ines in view. Now, a great deal has been said about the. influence of myself and my colleague being brought to bear on the Government, That statement bears contradiction on the face of it, because if our object was to bring influence on’the Government, I suppose that we would bring that influense to bear in favor of onr- selves. If we were so inclined to bring to bear influence of that kind and had only cur own seltish ends to serve we could very easily have taken a portion of southern Queen's and added it to King’s, or we could have taken a portion of northern Queen’s and added it to King's and carved out to two very nice constituencies for ourselves. But, I say that we hed no such object in view, ' ee making Conservative hives for ourselves or our friends, All we wanted was a tair and square distribution and that is what is con- tained in the present bill. It is a fair and honest redistribution, and any removal of Lot 24, or any other lot, wil! leave it in a much more unfair position than it is at present, and will give a party advantage to either one or the other, greater than does the present bill as now constituted. JI am glad that Mr. Davies has been ab'e to deny the rumor which has been floating around, for I did not think it was possible that he would be so unfair os to make an assertion of that kind, whe» there was no reason for it, and when he has got a majority in Queen’s County as it is now Catholic. Idid not think it was possibe that he would make an assertion ot that kind, and I am glad to hear him deny it. I might say, however, that the lots that were taken from King's County and put into Queen’s had 4,092 Protestants and 847 Catholics, I have there figures before me in order to show that there was no disporition to create any feeling of that kind, and 1 was sorry iudeed to hear that anything of that nature should be spoken of. I repeat again that I am ylad to know that Mr. Davies could contradict i». Mr. Dickey had been opposed to departing from county lines on the Island, but he could not support Mr. Davies’ suggestion to remove Lo: 24 from East Queen's. vote of 59 to 39. Notwithstanding a protest from Mr. Perry against placing Lot 15 in East Prince, the other districts of the Island were passed with- out division. Atter some time spent in supply the House adjourred.
