Ladies and Gentlemen : _ ' I have again decided to enter Civic Politics after being urged to do so by a number of property holders. I consider that my eight years cxperienbe at the Colm cil Board will be of some help In working out a few of the City’s present difficulties. I am now, as in the past, an economist in Civic matierq and will work to balance the City budget. I am not in favour of htcreasing the present raieeef taxation, as I fully believe that with proper collection ll ,methods, and doing away with unnecessary expenditure, the needs of the service will be fully maintained to a high degree of ellciency. ,- Being one of the City’s largest taxpayers, I naturally want to sec that extrnvagance is fully eliminated. I believe in economy, but not to the extent of having our public properties, particularly our streets, deteriorate. so as to be valueleee, and at some further date require an enormous amount of money to put them In proper con- dition again. _ _ I am a firm believer i_n boostlng our city to the outside world. partlcularly so when we have every reason- _ I ahn in favor of giving relief where need- ed. but the city should receive work from those men who are able to perform same - work such as beautifying our Cnty- _ _ In reference to arrears in taxes, lt no ap- preciated that at the present tlme eor_r\o outl- zons find it difficult to pay these, particularly so those out of employment. I firmly believe, however, that those who are able to pay should pay. and not take ad- vantage of present conditions as a screen for themselves. This. is the only way the city budfet can b_e balanced. and all citizens undoubte ly believe in a balanced budget- - At the present time I am of the opinion that the citizens are paying all they can in the way of taxation, and therefore pledge myself, if elected, not to sanction any increase.
