At this writing the vacant County
The treatment of criminals in Can-
ada, and in other countries as well,
comes far short of what seems desir-
able. A man commits theft, burglary
or robbery; he is caught, convicted
and sentenced to penal seivitude for a
term of years. The punishment is
ought to be a first consideration, his
tritle by good behavior if he keeps
the prison rules-but otherwise his
term is three, ten or fourteen years
according to his sentence.
In nine cases out of ten the con-
vict, when his term of sentence has
expired, again enters upon a
Court Judgeship isvstill unfilled, or at
least no appointment has been public-I __
ly announced. \Vhat is lmown is thatl
