They consider that it is not covered by their instructions, but should be made the subject of direct nego- tiaticns between. Germany and the other powers. Even the Turks oppose this pro- ject, as they regard it as an attempt to take advautage of the peace negotiations in the interests of German bond holders. While it is thought probable that Greece could raise. the indemnity loan without such guarantees as would be provided by European e ntrol of her tinances, the proposed stipulation is not regarded as in order in a treaty to which only Greece and Turkey are parties. The ministerial organs warn the Republicans that they will be “rigorously dealt with.” These newspapers declare ‘that Republicans cannot be permitted to | ~ provoke agitation and disturb the public mind.” The Opposition newspapers vizorovely coudemn the Government policy of surpressing public meetings, and denounce it “ as contrary to law.”” At Lisbon and other large towns the Govern- ment is taking special precautions owing to the repor's that the Republicans intend to provoke disturbances. Troops are patrolling Lisbon, where reinforcements are arriving, and the local comman- dant has so stationed his staff as to meet all eventualities. Reports are current of the impending prosecution and dismissal from the army of a number of officers, among whom are severai genera's.
