Un empl Min. ,Of Labor»; (Canadian Prtes) CALGARY, Alta, Aug. l8.—-The Federal Government will deal with unemployment without loss of time meeting the immediate situation by federal undertakings and un- dertakings promoted by provincial authorities, with the assistance of the Dominion Government, Rt. Hon. R. B. Bennett, Prime Minister, an- nounced here tcday. Canada, he stated, had been less effected by the economic depression than any oth- er country end some improvement in conditions was already notice- able in Eastern Canada. Despite low wheat prices, the Prime Minist- er said, the Government guaranteed price and bonus of five cents per bushel, _wouid mean circulation of Nearly eighteen million dollars of large sums of money in the West. the twenty millions voted for relief last autumn has resulted in con- struction of public undertakings to the extent of $70,847,437, and only $750,000 of the $4,000,000 available for direct relief had been ' ‘ -‘ refiner purposlinp to the ‘ens of July‘. “It may also be of interest to note that up to the end of last month, more than 310,000 individ- uals were given employment on the works mentioned, and nearly sev- en millions men-days work were provided. This does not take into effect the number of individuals in Canada engaged in the produc- tion of materials of all kinds which were used in the construction of the public works and undertakings referred to. _ "Ii: was believed in all countries that there would be a. gradual im- provement in the world wide econ- omic conditions by the late summer of this year. In fact, leading auth- oritise were prepared to stake their reputations upon the certainty of that happening. There has, howev- er, been littie apparent changes. “Slight improvement is noticeable in Eastern Canada to the extent to which the tariff legislation has in- sured Canadian production. Can- adian unemployment has been les- sened and work has been provided with our own Dominion, but the low price of wheat and other grains, butter, dairy and other farm pro- ducts, means limited purchasing power on the pert of the produc- ing population. Many hundreds of thousands of Canadians have become more and more ‘self-sustaining by reason 01 the production of vegetables, butter and eggs for their own use. The price of wheat is still very lwo. Ar- rangements have been made to in- sure an initial payment bearing some relation to present market values, which together with the payment of a five cent bonus on each bushel delivered to elevators will place in immediate cir ‘ ‘ion a very considerable sum of money, with greet resulting benefits. Although the budget of the Gov- zrnment was bitterly opposed by Liberal members from the west, the Government provided, for the first time, for a payment of e bonus to the wheat producers. This bonus will be made available as wheat is de- liver-ed at the elevators, and the payment will be administered through the board of wheat com- mieeionere. The details of the ad- ministration were settled before I left Ottawa. If the crop delivered into the elevators of the three provinces of the West amounts to only one hundred end forty - lions of bushels, this bonus acne Situation Dis- cussed ' By Prem. General Regulations Governing‘ Re- lief Measures To Be, Taken By The Government Issued Yesterday By eircuiction- amongst a oyment sum of seven million dollars. The succession of bad arrange- ments have been made to insure an initial payment for wheat bearing some relation to present market values, Mr. Bennett continued. This with the five cents per bushel bon- us, would bring great benefits. The Federal Government had requested each province by Order ln Council to designate the highway within its boundaries to be known as the Trans-Canada Highway, and this road will be brought up to the Dom- inion Government standard. Etxtra. cost of maintenance would be borne by the Federal Government. It appeared probable that the eastern section of the highway would run from Nova Scotia, Join- ing the New Brunswick border at ‘the Isthmus of Chignectc, contin- -uing through Quebec to Montreal, and then proceeding up the Ottawa Valley to North Bey, north to Hearst and north west to Herr-on Bay- Work on the highway will provide nblfl ' -" to r‘ - merit; the Prime Minister» stated. Reaching his home lest night for a two weeks stay, Rt. Hon. R. B. Bennett announced that tomorrow he will meet representatives of the Alberta Government and cities in a discussion of plans for carrying on relief work in various centres and rural areas of the province. Refer- ring to the economic situation, Mr. Bennett said, "According to obser- vers who have diapassionately stud- ied the situation from statistical and other sources of information, Canada has been less effected by the universal economic depression than any other country in the world. Political partisanship makes it im- possible for our opponents to give the Government credit for what has been achieved. Yet it is the considered opinion of those whose findings are based upon the appli- cation of economic prlneipales, that the unemployment and tariff legis- lation of the short session of 1930 have enabled us to survive a period of ‘ in a. manner denied to most countries.
