The action of the City Council in regard to the street lighting evinces an apparent determination on the part of the' Mayor and majority of the Councillors to con- tinue the present contractor in the work, regardless of the notoriously inellicient service, regardless of price, of public opinion or of business honesty. Com- petition by tender has been reduced to a farce. Last year the Council called for tenders for various terms of one, three or tive years. The Full Company tendered at $59and the Royal, or Montreal Company at$60 per lamp. Then the scheme was devised of rejecting the lower tender and continuing the old contract while an ap- peal was made to the people on the ques- tion of City ownership. The plebiscite decided against City ownership and again tenders were called for. ,This time the tender of the Full Company was was $95 per lamp. Now a new pretext is sought for refusing the lower tender-a tender $25.50 lower than that of the Royal Company. The reason for this shuffle need not be inquired into. It is only too apparent. Further apathy on the part of the press and public in face of what has been revealed would seem to be impossible. The course pursued by the majority ef the Council cannot be actuated by motives of honuty and fairdealing. Hang it in any light you like and it cannot bear the appearance of justice or fair play.
