It is puzzling to the average citizen to think why there shculd be any question in regard to the actual s‘a’_€ of provincial accounts. But the fact is that the several Auditors General ofthe provinces are not left quite free to keep the accounts as their skill and judccment mifrht- and control of the respective govern- ments to such an extent that their Secretary of the province might desire would incur the peril of having his otiicial head taken offl Honest Alexander MacKenzie, when at the head of Dominion ali'-airs, bility of such a state of things that he devised a. plan by which the D0- minion Auditor General has become wholly independent of tne govern- ment of the day and cannot be removed from oliice except by a joint vote of both houses of parliament. The result is that in Dominion aifairs the public accounts are accepted by both parties as a thoritative, and can be relied upon by the general public as correct. The like tenure of office is obviously desirable in our provin cial ailairs and it seems singular that the Liberal governments in power in the majority of the provinces have not followed the good example set- by Mr. Mackenzie in this matter. We think they ought yet to do so at the earliest opportunity, in order to place our provincial public accounting be-_ youd 'dispute and cavil. Until some* i thing like this is done we shall have constant charges that the accounts are cooked to serve political purposes fol- lowed by much unnecessary . doubt and confusion in the public mind. -_--¢--;- . What has been all along worthy of consideration is the Mfact that the German educational sys tem has` been a most pdweifal factdr in placing the nation in its proud posit- idn. In Germany the student is educated along lines that lit him for any position, and not for the learned professions alone. The German system costs no more than our own,but instead of the- oretical knowledge, it serves to im- part knowledge of a practical and technical nature. ` The chronic feud between St. John and Halifax has broken out with new virulence. The Chronicle says, “Su John is hoggish enough to object to the winter mail steamers to Halifax,” and "Halifax does not propose to submit io any such hoggish display of injustice on the part of St. John.” It savagely adds: “The mouth of 9. river that is onlya harbor while the tide is in, has’ut much chance of being made a naval headquarters."
