Land and Road Taxes will not be levied after the current year. 2. The Jones Government, at the Dominion-Provincial Conference, press- ed for, and is still pressing for, Old Age Pensions to be paid at age 65, without a means test and without a property lien. This would have been in effect at the present time but for the opposition of the representatives of two other provinces. 3. In Health and Social Security, joint plans of the Dominion and the, Province include an extensive program Meantime, the Provincial Gov- ernment will provide a‘ large extensive hostel at Beach Grove Inn, now nearly completed; a nurses’ home atFalconwood Hospital; an occupation- al therapy centre at Falconwood; a male attendants’ home at Falcon- wood; and other extensive additions to farm buildings-all under con- struction and remade from buildings obtained from War Assets. A doc- tor’s residence at Falconwood will be built. The Sanatorium and Health Department will be improved and ex tended. A Sanitary engineer will be employed. The grants to hospitals will include approved nursing homes. The work formerly done by the Relief Committee will now come under the Social Security Board and will include applications from the perman- ently crippled. ' 4. The grants to Potato Storage Warehouses will be. continued on the basis of 75 per cent of the cost, one-half of which will be recovered from the Federal Government, This grant is available to cooperative companies on application. ’ 5. A Students’ Residence on land adjacent to Prince of Wales College will bebuilt. It is planned to provide housing, recreation, gymnasium, and _ board for 300 students. This building will be begun when timing assist- ance becomes available. 6. A Ministry of Industry and Natural Resources will be set up at once. Legislation was enacted in 1947. The new Department will include Fish'er-. ies, Fishermen’s Loan Board, Reconstruction, Tourist Bureau, Planning, Forestry, Trade. Refrigeration, and various new items not now under any specific department. Labour may go in this Department also 7. 'l'he new Minister in charge of Labour shall have as his immediate duty the preparation of Legislation in the line of ‘Minimum Wage Laws, Workmenfis Compensation Act, andthe establishment of a Labour Rela- tions Board, or a similar body to regulate and assist Labour Relations. 8. Extension of Trade, to Newfoundland and the Maritimes especially, will be further encouraged. Truck and air traffic will be especially pro- moted. The new Maritime Board will be approached to secure encourage- ment for all-year traffic and improvement of the ferry services. A sche- duled ferry for automobiles will be promoted. 9. The promotion of farm livestock will continue and improve. To this end the Prince Edward Island Exhibition will be strongly supported. as well as the Maritime Winter Fair and the Royal Agricultural Fair. The grants to livestock breeders will be continued. Veterinary assistance will be secured. - ' A ' 10. If the present Conference at Ottawa does not result in improved prices for hogs, dairy, and poultry products, or a lowering in the prices of live stock feeds, the Provincial Government will take adequate action to_ meet the emergency. * 11. Field crops and pastures will be encouraged and a program to eradi- cate wild mustard will be inaugurated immediately. Veterinary and technical assistance in agriculture will be extended. 12. There will be further assistance to municipalities in planning and engineering, as well as in snow clearance and dust abatement \ 13. The Physical Fitness Program will be further extended to all parts I of Prince Edward Island. 14. The recently prepared Plan for a Drydock in the Charlottetown area will be vigorously promoted. The pl ms now submitted to Ottawa will be promoted to secure immediate action, 15'. Regional Composite High Schools, as outlined in the Reconstruction Report, will be begun as soon as revaluation of property is complete and suitable teachers trained. i» 1o. - A Plebiscite on the Prohibition Act. will be held on the last Monday in June next, 1948. 17. The Road Building Program will be extended each year as more mechanics and trained men become available. More roads will be kept open in winter. A modern highway from Charlottetown and Summerside to Borden will be completed as soon as possible. Wide, gravelled high- ways will be extended into all import ‘nt areas for busses. marketing. and school purposes. All roadsides on nan-rower roads will be cleared, and the roads graded as quickly as possible. Some roads will be paved. 18. There will be a New Bridge built over- the West River at a point to be determined to insure complete coverage of the West River and Rocky Point areas at all seasons by busses wd trucks. A study of the Official Report on Electricity will inspire Legislation‘ to further control electrical energy, production, and distribution in our Province, and possibly authorize Gra nts-in-Aid to assure a quick exten- sion of electricity into Rural areas, as soon as trained “men, and materi- als, areavailable. l‘ 20. The Women's Institutes will remain the same non-sectarian, non- political body as at present. with the assistance of the Government in the matter of supervisors and offices. Grants will be increased and they may be placed under another Government Ministry. As previously indicated, they may nominate their own super Yisors.
