Sir Mackenzie Bowell promised that the application should receive con— sideration, but did not hold out any hope of any grant being made this year in view of the rigid economy which the Govern- ment felt bound to exercise. The Mar- quis said Prof, Seeley’s views on the ex- pansion of Great Britain was now generally accepted. British colonies must be looked upon as allies. These colonies were as independent as many foreign powers. The idea of alliance must be inoculated, not the idea that the colonies belonged to Great Britain.
