N.. who have been touring the provinces in the interests of the Navy address- ed the first Naval recruiting meeting to be held in Charlottetown. There was a good attendance considering the very unfavourable state of the weather and three recruits were sign- ed on." On the pla.tform_ besides the Olli- cers. were Mr. A. A. McLean, M. P., who very ably presided, Rev. Major Fullerton, -Rev. Canon Simpson, Rev. R. G. Fulton and Rev. Fr. J. J. MacDonald. The Chairman in opening the meet- ing spoke on the National Service; pointing out that Canada was doing her utmost to carry out Lloyd George’s idea. Professor Hinton then rendered an excellent solo and was followed by Rev. 'Father John J. MacDonald, who_ gave a very fine address on the' Pa- triotic Fund and introduced the Naval speakers, Commander White and Lieut. Chorley. Commander White said he~ had. been here in 1894 as a miilshipman and la- ter on as an officer in one of His Ma- jesty’s ships. He had very kindly recollections of the province and its capital city, in common with many other oiiicers who, while on the North American station, had visited this harbour. They .felt justified he said in cdming here for recruits, as in a sea.-girt province' of this kind the sea naturally entered the very blood and bone of the people. He went on to show that Canada had not been asked to give recruits to the Navy earlier in this war because, when the war broke out,- the ships were well-manned and tile depots well filled with reservists; but after conscription was passed in Britain there was no constituency from which to. recruit for the Navy. Canada's offer c-f 5.000 men for the navy was therefore very thankfully accepted and for the past 4 months the speaker -has been tra- velling all over this continent, from the Pacific to the Atlantic and has met with varying successes. He gave figures showing the number of recruits obtained for the Navy in each of the provinces and. pointed out what he deemed a 'strange fact that the inland provinces had given much more largely than some of the Mari- time places. . Commander White then stated the conditions of enlist- ment. The seamen on a British ship receives.80.oe‘nti‘ per day, and it was felt by _the British authorities that more should not be offered to any Commander. but in order to bring the Naval recruit ct Canada up to the standard of the Military recruit, the Canadian Government said they would psy these men $1.10 per day. with $20 sqparation allowance aid the right to participate in the benefits of the Patriotic Fund on the same conditions ns the_soldier, with the difference that theseaman was only to be paid, while on duty on board ship, at the rate of 30 cents per day. the' balance being either paid over to his depen- dants here in port, or deposited for him in the Government Savings Bank, so that when he retums .after the war he will have a little' capital on which to start again in civil life. Commander White then made an elo- qu'_ent and compelling appeal, On his calling for recruits one man im- mediately came forward. Lieut. We must not, he said, take things for granted or be too op- timistic. We have not yet won this war; we sha-ll win it, he cried. but in order to do that we must have more men in the Army and Navy. He poin- ted out that on three- different occa- sions 'Canada had offered men for the Navy but until the passing of con- scription in the United Kingdom, Bri- tain had not seen its way to accept the offer. Now, however, she was de- pendent t/n the overseas Dominions for men to reinforce the Navy. He r usted that after the eloquent appeal by Commander White, many young men from this province would see t eir way to join. He pointed out h the place of the British Navy in this war, that it not only kept the Ger- man Navy in the Kiel Canal but had protected the thousands of soldiers who had left Canada for France and Flanders, not one single life being lost, and that the Navy was the instru- ment whereby food, clothing, arma- ments, munitions, rifles, etc., etc., were taken to the troops.
