The utterance was made by Morley, Chief Secretary for Ireland in an address at a _ confer- ence of Liberal delegates here _ to- day. Morley was ‘disgussing the Irish situation. He denounced Lord Ran- doiph Churchili’s flagitionus attempt to stir up civil war in Ulster, and urged the Liberals to do their utmost to place their party in a state of complete preparation for a general election; for, said the speaker, the Covernment is now face to face with the Irish difficulty and will pro- bably be compelled to make an early appeal to the country.
