His restoration to health, aftera descent almost to the grave because of five strenuous years of devoted service. to his country, to the Empire and to civilization, is in itselfl cause for gratification while his resumption of his seat at the nation’s council board will be gratifying to all who have throughout his whole political career, recognized his strength, his integrity and his wh_ole spuled devotion to his country.. Much apprehension had been felt regarding his health and it is welll known that he persisted in remaining at his post_un- til his physicians plainly placed the two alternatives, before him-rest or permanent disa-bility. Recognlz-l ing this and what he has done to place Canada in the forefront among the nations of the world there isl good cause for rejoicing over his restoration to health and his return to parliament. l _ l .___..___-_ , 'l`l|l'I 'l‘\\'() ‘l‘Il)(il‘Il) S\\'()lll). l Messrs Higgs and Duffy, the city' representa-| tives, doubtless put up the best defence they could at the citizens’ meeting on Wednesday night, but the weapon they used _was a two edged one and it cut both ways. ’l"heir main argument was you have nothing to complain of, see what we did to the farmers!" . According to these gentlemen the government had used only “whips” upon the citizens while they used the “scorpions” on the farmers and they were even going to use more “scorpions” later on. . l _ Mr..Higgs claimed that the tax upon farmers under the new measure was two and a half times greater than it was under the old Act, that is an in.- crease _of 250 per cent, and Mr. Higgs was probably right; dt has been insisted upon in the House by the promoter of the bill, Holi. J. J. Johnston, that under the new iiicasilre farms are to be assessed at theirl actual value. lt is well known that, heretofore, valu-I ations~for assessment were far below the _actuall value of the farms, the general average being ad- mittedly about fifty per cent. The re-valuation of! the farms alone, therefore, will double the farmers taxes while the difference between the former taxi of one-fifth of one per cent and the present one-half of one per cent will about bear out Higgs Staten ment. The former land tax _including the War and Health Tax amounted to _a little less _than $60,000;_ under the doubled valuation and the increased ratel it will be about $138,000. Mr. Duffy corroborated; Mr. Higgs’ statement. _ _ Of course this was intended for consumption in_ the city only: Messrs Higgs and Duffy were justifying themselves before their own constituents but in _the justification they let a cat out of the bag that_has run amuck among the farmers and the cat will come back sooner or later. _ _ I 1 ' The indignation expressed at the citizens’ meet- ing on»Wednesday night is being expressed through-l out the province both individually and concerte_dly.l It is not so much against the mere fact of taxationgg all are agreed that taxation is' a necessary evil a§ just price for necessary utilities and while the tax-‘ ation iskept within the measure of actual economic necessities no fault will be found . _ The present wave of indignant protest is two fold; it is first a protest against the adoption of a course which, before the election, was denounced by those who are now adopting and justifying it;_ second, it is inspired by the belief that men who were? sufficiently unscrupulous before the election and in? the face of the facts then known to everybody, tol make the representations and the promises they did, are not to be entrusted with the difficult and com- plex system of financing they have proposed. It is generally felt that there is no justification for such a heavy plunge into taxation except to provide oflices and salaries for the large administrative staff whichl will be necessary to assess and collect ‘the proposed] taxes. Moreover the self-evident camouflage cir-4 culaited through the government press in prepar-; ation for this tax was in itself so suspicious that the! people generally felt that there was a “nigger or two‘ in the woodpile” that wanted something for them- selves. gi . .. We have no disposition to lay too much stress upon the government’s predicament. They dug the pit into which they have fallen and the experience should have a lasting and beneficial eifect upon future political aspirants. Promises that cannot be fulfilled are dangerous steps to climb by and the descent will _be accomplished without steps; it will be a sheer fall. This fate is today confronting those who last summer made the most absurd and unreas- onable representations and misrepresentations that ever deceived a body of electors.
