The Empire Review contains an im- portant article by Lord Selborne, 'former First Lord oi the Admiralty, on the Naval situation. His Lord- ship issues a grave warning, quoting official figures to show that the Uni- ted Kingdom is even now short ofa whole squadron in the Mediterrane- an, and when the present program is completed, in 1915, the country will have but 39 dreadnoughts to Germany's 26, and there will be no ten per cent margin, which _all auth- orities consider essential for the safety of the Empire, and no squad- run in the Mediterranean. “The critical year," says his lordship, "will be 1915-16. Mr. Churchill’s own statement is that in 1915, two members of the 'Triple Al- liance, Austria and Italy, will pos- sess a fleet of ten dreadnought bat- tleships in the Mediterranean; and Germany will have 26 in the North Sea. In order to maintain our 50 per cent margin over that fleet, on the necessity of which Mr. Churchill has insisted again and again, and supported, so far as we know, by all the members of the Government, we shall have to station in home waters every single dreadnought battleship or battle cruiser built by the Ad- miralty and paid for ny the British taxpayer." And yet Canada, through the cal- lous action of the Senate, has done nothing to assist the Mother Coun- try in her need. The other Domin- ions have come valiantly to ber aid, and she will have to fall back on the two ships, the Malaya and the New Zealand, one paid for .by the Malay States and the other by the taxpay- ers of New Zealand, and the Austra- lia, furnished by the Commonwealth, for support in other waters. Both Austria and Italy are increasing their navies, and powerless as Brit- ain’s situation in the Meditcrransnn is now, it will he far more danger- ous and critical in 1916. The Senate has made it absolutely impossible for Canada to do any- thing to assist the Mother Country before 1915, but Mr. Borden has giv- en his word that if he be still in power then, Canada will wipe out .the stain hy taking over three bat- fl0H11iDS.
