In the House of Commons to-day, Me- Carthy introduced a bill to abolish the french language in the Northwest Terri- tories. He spoke at length, ‘reviewing the law which he proposed to repeal, and said ie was obliged to share in the blame for its enactment. There was nothing in the treaty of cession which countenanced the statement that the French language was cuaranteed to the people of Canada in 1841. ‘he use of French as an official Isnguage had been dispensed with by Imperial legis- ation, showing clearly that its continuance lad not been guaranteed by treaty, though subsequently this Act had been amended upon an address from both Houses of Par- iament. Dy the British North American \ct French was made an official language n the Dominion Parliament, but it was never contemplated that it should be ex- tended to provinces, There was no ore lmportant decision considered in con- rection with the formation of a nation than of language, and Canadian he Ww the question } statesmen would not be doing their duty if they did not endeavor to make the country meand united. There was no use spend- ing millions of public money upon railways with a view of uniting the various sections of the country if distinct nationalities and diverse languages were tolerated. there community could be no nationality. Durham's was report in 184] in favor cf one language for Canada. He charged that (Juebee men were striving to build up an soti-Knglish nationality. The ambition of French-Canadians was rising to the their growth and the language question nust now be faced He quoted a& petition sent to the Government by the Northwest \ssembly, asking for the abolition of the French language, and claimed that the people of the Territories were unanimous in favor of his policy. Plavariere said the proposal to deprive the French settlers in the Northwest of the right to use their language was cowardly, (he present proposal was merely intended to pave the way for a general attack upoh French Canadian rights. Sir John McDonald said that from the line of argument pursued by McCarthy it was evident that a serious question was to be opened up. Time must be taken to consider the probable consequences of such t proposal as that contained in the bill. He hoped that the measure would be read a first time, and printed so that it could be fully discussed on the second reading. Mr. Laurier regretted that McCarthy had introduced controversial matters at this stage, but would refrain from taking exception to the bill or the mover’s re- marks. The bill was seconded by Denison (Con- servative) and read a first time. Replying to Campbell, of Kent, Bowell said that 10,008,403 barrels flour had been imported into the Dominion during 1889. Phere waa no other business of importance, and the House adjourned. The Senate had another short session to- day, and, on motion of Abbott, adjourned until the evening of the fourth of February next. cicadas A New Bill. Cuicago, Jan. 22. Considerable excitement has been caused among the commission men of the Chicago Board of Trade by a bill introdyced in Congress by representative Butterworth, imposing a high internal revenue tax on all dealings in futures. The purpose of the bill is supposed to be to prevent specula- tion in food products and to restrict the transactions to actual sales. Ex-Congress- man Dunning, @ prominent operator, de- clares the effect of the bill will be to close every exchange in the country and leave the producers to the mergy of the exporters and millers , A Change Made. Lisbon, Jan. 22. Senhor Miguel Martine Dautas, hitherto Portuguese Ambassador at London, has been transferred to Paris. He will be re- placed in London by Marquis Ficalho, one of the Councillors of State and Grand Master of the Court, the guvernment feel- ing that in this critical emergency it is necessary so important a place should be represented by an ambassador more fully cognizant of the national feeling than it is possible for one who has been a long time out of the country. _-- -_ At Ae’ of Vindication. Lonvon, Jan. 23. The Standard’s Lisbon correspondent says that the news has just been receiyed that the Government of Mozambique has published an act af vindication of Portugal's right to the entire shire district. This news has fallen like a bombshell here, and is regarded as justifying Lord Salisburys procedure. Hence there is a calmer feeling. _ The: Haldimand Election Case. Orrawa, Jan. 22.
