ISLAND, MONDAY JULY 17, USURY AND INTEREST. 1 Sir,—Ino the Island Guardian of the 6th | a | inst., [ notice in the editorial column, a re- view of & communication which appears in the same issue On the subject of usury as practiced today upon the farmers of P.E. Island. I see that the editor does not agree with his correspondent in respect to the term “usury,” Claiming that interest is one thing and usury another, while his cor respondent seems to hold the view that the taking of any percentage of interest on a loan of money is usury. However difficult it may have been in thepast to find out which of these views is the correct one, after reading this editorial | feel persuaded that no person will any longer remain in doubt as to the true meaning of the term usury. The editor has very clearly demonstrated by the aid of the meral jaw that usury is the takingof any sum of money, however: emali, upon a just lean. In the language of the Scottish bard he has * nailed it wi’ scripture.” in the third paragraph we are told that though the mora! law denounces usury or the taking of interest as a@ crime, that in these days and uvder the Christian dis~ pensation We are not to infer that the ta k= ing of a fair interest is either unjust or sinful. Why? By a similar line of reas Oning some one may say that though the morai law forbids stealing we are not .to infer from this that in these days and under the Christian dispensation the tak « ing of another man’s goods 1s either unjust or sinful, The editor seems to thiuk that mosey has the power to reproduce itself and still has not the power to reproduce itself. That is, that maney can reproduce money and still at the same time money cannot re- produce money. This is exceedingly funny. How much clearer and plainer it would make everything to say that money does not increase in amount as aloan on any form of security until the products of the labor of the farmer are added to it. Only the modern Shylock can fail to understand this, The smart man who has distanced all his competitors and become a member of the firm of “Cheathim aod Grinder” will say to the poor benighted. farmer, “Behold in me your benefactor! Ifarsish the capital avd: you furnish the labor. But blessed be God who giveth the increase, Heed vot these economic croakers who say that the present rate of interest should be reduced.” The parable of the talents in defence of usury fails in this instance. One might also quote the parable of the laborer in the vineyard to prove that a man who works a half day is entitled toas much pay as theman who worke a whole day. Or be might quote the parable of the prod.gal sen to show that a profi gate son is entitled tothe lion’s share of his father’s goods and attention because he is @ pro- fi'gate. Weare told that the Canadian Governs ment can borrow money fer Jess thas three per cent because of the almost perfect security furnished and the promptness of the payment of interest. What securitv do they furnish? The surface of the earth undertheir control, with all the sppur- teuances thereunto belovging. What se- curity does the farmer furni#h? The surface of the earth under his control with all the appurtenances thereunto belonging. Wherein can lie the, inferiority of the farm- ers’ security to the money lender for a loan except in the extent of land and quantity of appurtenances. Why then can he not berrow at the eame rate of interest as the government of his country? Must he suffer injustice only because his Joan is smail. As respect to the farmers’ failure or tardiness in the payment of interest, I only know this much : that when the interest on the mortgage does not materialize a sher- ift’s sale always winds up the estate with no more than the usual ceremonies, CLEMENS. rr ee 4899 ANOTHER STRIKE: ‘Conductors And Motormen | Pay For Overtime.
