This is a great blow to the vine-growers, who, if they had a. good harvest last year, lost heavily in the two previous years. The law of 1909 laid it down that grapes were only to bs grown for the manufacture of wine on soil that produced drinkable wine without 'any artificial improve- ment in normal years.
