      referendum

      dealing

      constitution,
      it
      instead
      became
      a
      vehicle
      for

      issues
      such

      economy

      confidence
      in
      the
     
     
      federal

      deliberation
      on

      constitutional

      public,
     
     
      and
      assurance
      that
      protection
      if
      human
      rights
      is
      legally
