A good deal said by mm.’ members on the has been ether side of the House withdrawal from the capital of the Proviace of $200,000. 1 voted, lest session, for that withdrawal, and ignorance, members in the other branch respecting the . : cannot plead iige some Hon. of the Legislature, of the source from which it was to be taken. I would do so again under similar circumstances. The necessity for so dving dves not now exist, and, itis to be hoped, never will again. The indebtednes nas been paid off, or nearly so. Ihave no hesitation in saying that I would not again sanction another draft of $200,000 from capital. The prin- ciple of drawing from capital to meet the current expenditure is a dangerous one, and one that should not again be intro- daced. It is a bad precedent to establish. However, the only justification that can be given by those who voted for it last session government were m lebted to the banks, and were paying a larger rate of interest than we were receiving ai Ottawa. In addressing the House on that occasion | justified that withdrawal, and Iam still vf opinion that I was right, under the cir- cumstances, in pursuing that course. It is a well known fact that it was through the energy and industry of the present govern- ment that a large increase was m ade in our subsidy from the general government. We kaow that only a few years ago, the very idea that we could secure the payment of certain claims from the Dominion Govern- ment was derided by some hon. members of this House, and by some parties outside. I think it was during the session of 1886, when the hon. leader of the government stated that he expected to receive from Ottawa one-eighth of one million dollars, that hon. members of the opposition and their friends declared that the money would never cured. Well, what has been the result of the government’s pres- sing our claims upon the general govern- ment! Instead of receiving only one- eighth of one million dollars, the govern- ment have secured an addition of $20,000 to our annual subsidy from the Dominion treasury, which, I contend, represents at least $409,000 in capital. In fact, the hon. meniber for West River admitted this ses- sion that the $20,000 increase of subsidy was better than capital, as it could not be withdrawn. Many calculations have been made by hon. members respecting the pre- sent financial condition of the Province. I! think there should be no difficulty in ascer- taining our true position. On the 31st of December Jast our capital account stood thus: is that the De St Amount to credit of Province at Ottawa on Debt Account..... 8 975,791.83 Bal. Land Account 70,794.05 $ $64,150.17 By deducting the latter sum of $864,- 150.17 from $1,527,549.40, we find we have an increase in our capital, after withdraw- ing $200,000 therefrom, of no less than $463,399.25. lf we capitalize the $20,000 increase of subsidy at 5 per cent. instead of at 4 per cent., which may, perhaps, be considered by some as the fairest mode of calculation, it will represent the sum of $400,000.00 instead of $500,000.00. This will leave to our credit the sum of $363,- 399 23 increase of capital, instead of the before named sum of $463,399.23. Let us now look at our financial poei- tion in another way, as some hon. gentlemen on the other side of the House seem disposed to contest this mode of cal- culation. They take the ground that we ae such additional sum to our credit a wa, and that the $20,000 does not present any such amount as stated, while going over the ; } obtain istration came into power, We were receiving a subsidy ot . $155,955.00 | | : VO | In ISS3 we received a subsidy of.. 193,529.77 C , j S -— | | HEAT | Increase of our yearly allowauce.. 9 37,574.72 T.,.d + .- « » - 1 : | re ‘) ening bu-« ‘Vy, ex Now, deduct from that increase — 7 ‘ roe Stanley.’ terest on S200,000 w ithdrawn from ¢ apital : ' : iin 1889, at the rate of 5 per cent., the rate allowed on our capital at Ottawa, amount- ing to $10,000, and we shall have a bal ance of $27,574.82 This latter sum of S97 574.72 is our actual increase of subsidy lin 1889, as compared with that L879.
