Strongest Memory is Weaker Th0" , the Weakest lnk." CIIARLOTTETOWN, FRIDAY, NOVEMBER. ‘l. 19H That Tax Azreement One of the statements made at a r0000? Liberal nominating convention was that at ‘the last session of the Legislature the Conservatives hqd "gglidly opposed" the tax agreement with Qflqwq, This was not the case. The fact is,| of course, that Premier Jones himself confessed that the agreement fell considerably short of his expectations, and the criticism levelled against it by the Opposition was chiefly on this ground. Also, the agreement failed to safeguard our special subsidy claims at Ottawa. To re- pair this omission the Conservatives sought—not to "oppose" the agreemenh-but to have the fol- lowing clauses inserted as an amendment: "And whereas it is agreed that Prince Ed- ward lsland shall not be deemed by reason of having entered into the agreement to have sur- rendered or abandoned any claims which it "OW has against Canada by reason of Canada's fail- ure to carry out and discharge its obligations to Prince Edward Island under the Confederation agreement or to have surrendered ‘or abandon- ed any rights or claims which it has against Can- ada by virtue of the findings and recommenda- tions in the report of the Duncan Commission and in the report of the White Commission. "And whereas it is agreed that Prince Ed- ward Island shall not be deemed by reason of having entered into the agr ement to have con- sented to regard the payments to be made by Canada to Prince Edward Island under this agreement as adequate to stabilize the revenue of Prince Edward Island or enable Prince Edward Island to carry out its responsibilities." ' This amendment was defeated in the House by a straight party vote, l6 to l0. lt was obvi- ously the Government and its supporters—noi the Opposition—who were playing partisan pali- tics in this case, and it is they who should ex plain why these very reasonable safeguarding clauses were not included. B. 03s Premiership The political situation in British Columbia is growing more and more confused. The ques- tion of Premier Hart's succesfor is still the big issue. Meantime, as between the Coalition at the moment, Liberals have l8 members in the House, Conservatives l5. There are two vacan- cies--Saanich and Cariboo-both Liberal. At u Coalition caucus, without the vacancies filled, the vote for a new Premier would be close. Edu- cation Minister Weir (Liberal) is. unwell, might ous as those of the eprly '30's when clouds of hoppers literally covered the Prairies and devour- ed acre after acre of grain, but losses threatened farmers who fail to take con- trol measures, agriculturists say. v Despite the widespread drought area in Saskatchewan with conditions made to order for the stubble grasshopper, most prevalent species this year is the roadside grasshopper, which thrives on grassy roadsides, pastures‘ and fields.' Already the provincial department of agri-l culture is preparing poison bait, a mixture of hopDers when spread thinly over infested areas. This will be distributed next spring to farmers who have been warned to check their farms for eggs immediately. Proper tillage will destroy eggs in fields or confine adult grasshoppers so they can be more easily poisoned. But the roadside grasshopper can be dealt with only by an effective use of poison bait in likely places. - EDITORIAL NOTES - Book Week is nearly over but there is no serious objection to reading the odd book out of season.
