I - Grecefully io the Rule' in ‘ (Special to The Guardian.) At 2 o'clock in the morning the consideration of the Naval Aid Bill in comxgttee in the Commons came qutoma cally to an end. The termination of the long strug- _gle was awaited by crowds in the gallery and was welcomed with en- thusiastic cheers by ministerial mem- bers. _ At last the hour was reached, the votes were taken and the measure, framed for the purpose of lending Qanadafs assistance to the Empire in the tagk of naval defence, now stands for third reading probably on Tues- day next. The discussion in the committee was devoid of these spectacular incidents which had been confidently predicted. The new rule confining discussion to twenty minutes was applied and worked satisfactorily. Liberals menlf bers accepted the regulation requiring the condensation of speeches and some of them snubbed Hon. Wm. Pugsley when he seemed inclined to lppear in the character which he fill- id on the famous Saturday, March 5. ~ 'Mr. Carroll the Liberal member for South Cape Breton, the first speaker, had not quite concluded his remarks when his time expired and the Prime Minister courteously informed him! that, with the consent of_ the com- mittee, he might continue for a few minutes longer._ At once Mr. Pugsley advised the Cape Breton member to occuw as much time as he' pleased because there was nothing in the rule to pre-`| vent him from doing so. .I)r. Clarke of 'Red Deer administer- ell a direct rebuke by asserting that the new rllles were now the legall guide of the house and suggested that they be enforced impnrtially but strictly. Mr. Chisholm of Antigonish took the ground that the twenty mine \_|te regulation should be observed he- cause favor to one member might work injustice to another who wished to sneak. Mr. Nesbitt of North Oxford, more- over, closed his. speech with the point- ed declaration that he was not one of those who wished to infringe the rllles. It may be that the commendable compliance of the Opposition members' with the rules was due to a confident belief that the Liberal majority in the senate could bc relied upon to zpstroy the bill and )-revcnt for the ime any grant of naval aid to Brit- sin. Whatever was the reason, how- ever, the course taken certainly pro- duced a superior brand of debating to that heretofore heard during the days of unlimited talk and obstruction. _-.».~.~\-\.-.-.-...~---vv.-.».~.»~v.. be in every good American home, for Miss James’ picture will appear ex- clusively on Uncle Sam’s paper nioney.
