Iv was not long ago that in Maryland a man was hung for highway robbery. That was bad enough but the Chinese have gone further and created a criminal precedent, which is not likely to be adoped by our higher civiliza- tion. They held a secret council, condemned a man to death for not paying his debts, and then deliberately carried out the sentence. Such a course if rigidly pursued in New York, would reduce the city to the rank of a country | - village. We have reached such an attitude of thin moral air that we are compelled every few months to put new hoops round every saying | institution to keep it from bursting, and a glad surprise overtakes us when we see the cashier sitting at his desk with that calmness of countenance which says that nothing has happened as yet—American Paper. The people of Prince Edward Island have not adopted the Chinese plan referred to above but a system amounting to the same. They have an Act providing for imprisonment for debt and compelling the debtor to sustain himself in jail. The result is that any penni- less individual who is friendless stands a good chance of dying of slow starvation. There is at the present time in Charlottetown jail,a poor debtor who, but for the kindness of his fellow prisoners would die of want.
