Wasurtneton, Aug. 13. it is said at the Treasury Department that if seaman Hawkins had brought the Black diamond into Sitka he would have received promotion, as the Black Diamond would have been contiseated and sold. As 1 now stands he, acting under the orders Captain Shepard, made a most dismal fail- ure. Of course, the Treasury Department will demand of Captain Shepard the most explicit explanation of his singular conduct on the occasion.
