Q There seems to be little doubt in the minds ol thoughtiul persons that. the reduction of passenger hx-es on railways would result in such an growth of business as would increase rather than diminish the receipts from this source. It was thus with letter postage in other countries and in Canada. We have new aiarge yearly surplus in the post ofiloe department under t.ba two cent rate where there were always deficits under the five-cents or three-cents letter rate. Be that as it may, a vigorous agitation is going on throughout the United States, and to a less extent in Canada for a rata of two cents per miie for passengers. Almost bdyond question this is one of the reforms we may expect within the next few years. The electric railways, or trolly lines as they are called, have set the pace in these matters. At first these electric roads were coniliied to citiis, then they began to extend to the country and soon they were linking io~ gether many towns and villages. Con- solidation has followed. and now thc electric lines have in many casesestablish- od a strong competition with the steam railways in passenger traillc, and they carry people at rates of two cents pei- mile or less, down io less than one cent per miie, and in such enormous numbers- that they still make big profile. The steam railways feel this competi tion keenly, and they are at the same time met by a popular demand for lower rates. Not a few of the States of great Republic have compelled the local rall- waye to adopt a two cont rate, and now atlhlcagodespatch tells that two of the great transcontiuental lines have adopted the same moderate rate. If so, the other great railways oi the Republic will doubt- less follow, and in due time the reform will spread to Canada. The question has been agitated in the Canadian Parliament from year to year, notably by Mr. McLean of North York,much to his credit, lint the movement has so lar been held in check by the wealthy railway corporations. The two-cent rate is coming, however, and cannot be much longer delayed. ___________l . OPIUM PROHIBITION. Chinuis adopting prohibition against the opium traffic, its great national curse. Under the imperial edict recently promulgated no newgronnd may be plani- ed with the poppy and the ares now devoted to its cultivation must bs diminished by one tenth enoh year until it ceases in ten years. The penalty for disobedience will be forfeiture of the land. Allpersons how aililicted to the opium habit, if under 00 years of age, are demanded tc cur-rail the use by twenty per~_ cant yearly until they quit it' altogether in Hvo years. All opium dens must bi closed within six months and all who sell pipes must cease within one year. All high officials must inform the Throne that they are willing to quit the use of opium within a stated time; all minor oiilcinls must quit within six months. if unable to do so they must retire .from oilioe. Those who falsely pretend to abandon opium will be deprived both 'pi' rank and ofilce. Teachers, scholars, soldiers and sailors will be allowed three months in which to entirely abandon the narcotic poison. Magistrates are placed under heavy penalties if they fail to en- force the new law.
