We think the occasion of the visit of the

entrusted with the task of securing uni'
form and equal postal service throughcut

pact to maintain regular telegraph ser-
vice and daily steam communication be~
tween the Island and the mainland. Bu
our experience has been that our winter
steam service has been sadlv intermit-
ent and unsatisfactory, and as the result
of this cur mails have been very irreuular
and frec_u~n' ly delayed for days and even
a week or more at s time. This in turn
renders theitefegraph service to and from
tne mainland of increased importance,
but our people are compelled to put up
with a twelve hour service each day. and
tc pay double the rates which are charged
on the mainland. A third and stronger
steamer is absolutely necessary to out
efficient winter service. alike for the
mails, pissengers and freight, _and an
improved telegraph service is a. crying
need.
