A manifesto issued this week by the Free Labor Association is being received with \aany expressions of sympathy among the unemployed. The document sets forth that there are in London alone 100,000 | wen, with 300,000 women and children | dependent upon them, out of employment at the present time chiefly due to the continued strikes in all trades during the last three years, which have driven much shipping into the hands of the foreigner, displaced 20,000 men, cost the workmen cf London £952,000 in wages alone and proved the greatest curse that ever visited Londoa The manifesto proceeds to charge the new unionist leaders with being the authors of the strikes referred to. ‘The result of it all,” the manifesto says, ‘‘ia that you, their tools and victims, are walking the streets starving while they{are in good positions among the upper ten,” Sr. Perexssvrc, Dec. 20.—The Russian senate has prowulgated alaw requiring that Hebrew artisans shall only reside in places where official boards of trade exist, the pretence being that they can thus be kept more effectively under official regula- tion and supervision. Official boards of trade exist only in about 10 per cent. of the towns in Russia, and the decree therefore means a vast addition to the misery and oppression under which the Russian Hebrews already labor. Many thousand of Hebrew artisans will be compelled to remove from the towns in which they live. The object of the new law is believed to be to drive them over the frontier, whether other counfries are willing to receive them or not. New Onveans, Dec. 20.—The supreme court yesterday declared constitution the law passed two years ago, which compels railroad companies to provide separate cars for negroes. _- That Christmas Meney. lu the next few weeks people will talk Christmas more than all other subjects combined.
