There are *cw duties prcsentsd to a public writer that are as once more deli- cate and less pleasing than the criticism of an not of rxcentive clemency on the part of thc Lieutenant Governor. And yet the unpleasant duties must not be avoided when we mcct them. The re- lease of P. P. Gillis from jail before the expiry of his sentence furnishes a case in point. Wo have no D0l‘S0lll\l llllmllll ugainst thc released prisoner. whom we would not 'know if we mot him on the street. and wc have only thc klndest feeling fer Lieutenant Govcrnor Mc- Kinnon. __ The facts of the case appear to be that P. P. Gillis was convicted ot n third offence against. the Prohibltory Law about a year ago, sentencci to six months im- prisonment and was released after serving two months in jail. In that case very strong influence, political, clerical and lay influence, lncludinll that of three Or f0\ll` well-known tempcrance men, was brought to bear to secure the release. To these influences was added, we believe, the solemn promise of Mr. Gillis not to again violate the law, and some sort of undertaking on thc part of influential friends that if released he would keep thc law. Notwithstanding these influences, pro- mises, and undertakings he was jagsin charged, convicted, sentenced to _jaxl and there confined. Now he is agnin released before thc expiry _of his term of sentence, and as we understand this has been done, as it could only be lawlully done. by the authority ol the L'cutcnant Governor." The baldest statement of these facts sc|ms‘ to call for an explanation that has not yrt been given. We fall to conceive any explanation that can be given which w l afford ajustlilciitlon. If any such eatllil factory explanation is possible, in view, of the gravity of the case lt oiyht to bei made public. i Other offenders against. the Pr-ohihltory` Law have not been treated with like con-` sideration. George Offer, if we remember rightly, was left to serve outa full six months term concurrently with the first" sentence of imprisonment against Gillis. \Vomen, with children neclllna their care have since been kept in jail for the full term of sentence. So far as the public are aware there were unjust reasons for the exceutlve clemency being extended to Gillis that did not apply with equal or stronger force to the oascs of other offend- ers who were compelled to pay the full penalty for their offences. Nothing could be more unfortunate bhnn that there should be in this Prov- ince any reason to bciicvo that either the administration of thc lnw or the exerclsc of executive prerogative are moved or controlled by sinister influences. Justice and clemency must alike be even handed orjustice ceases to bejust and clemency degcneratcs to favorltlsm and capri c, The plain people who have a strong sense of iustlcc are forming their judgmtnt from day to day upon the public acts of our public men in high station, and we r-sprctlfully subm t for the nervous con» I eration of Hia Honor the Lieutenant Governor, what must thc verdict of the peoplc be uprn his notion in thc Gillis case PHONE 36 Op ~ P.0 from first to last l \Vc submit further to His Honor, whose lrindress of heart ls well known, the question Why is tbut violators of the rohibltory Law and they ulouc, are nglci out for the exercise oi' the pardon Ing power! \Vhy is it that sn much con- sideration is extended to notor.ous violators of this law unll nevera pardon forthe poor drunlrarl, who but for the ilegul sale would hc a sober man, but who is now lcit to scrvc h.s thirty nr sixty days for being drunk? There is pirdon for the druukard maker; there is none for thcdruukard. Many must fccl that if the sole use of thc pnrdonlng power is to release conviclci rum sellers it isa useless prerogative the cxlslcucc of which cannot longer be justified. ___ P si Under a large heading, The Death Blow to Local 0ptlon,an evening paper announ- ces thc repeal ofa local option by-law in Neepawa, Manitoba. This gives n mosl. erroneous impression. Local option is not dead or dying in western Canada. It is every year widening its fluid, which already covers hundreds cf municipalities in Quebec, Ontario and Manitoba. There ureeddles inthe St Lawrence, but it would be childish to mistake the back- ward whirl of an eddy for a. revcrsal of the mighty current sweeping to the lea. The Neepawa incident is only an erivly and n. very little one. Hon. W. S. Ficldlng is one one of the most modest as well ns one of the most capable ofC.-xnadlnn public men. It is quite safe therefore to say that the grent public demonstration ul. Halifax inet cvcning in his honor was not of his own seeking. It was a spontaneous tribute from rt hpst of admirers and friends. lic und his chief have been particularly fortunate in hold- ing ofllce for a lung ermdurlng wh|ch,nol. only in Canado, but throughout thc world there has been nn unexnmplcd expansion of trade and zrcnt business prosperity. Tbcmackcnzic Government of 1873-8 was at least quite as honest and fn c front just reproach as is the Laurier Government of today, but it wus less for. unnte in that thcrc was at that time universal depres- sion of trade. But it is the custom of the world to congratulatc public men not less upon their good forluvc than upon their merits. \\\.. ‘__;` ; _ '.' * DODD`S”f"?‘ ;¢ KID N EY u/ -_ pp, .Pl Ltsé.-3,. \l ' lid fi-\.\.\_\_>_\\-`,,`|Sf° ), "ssl KIQNEY ,.5,,a,f. _ h ;,,';*1H|:\;'MA':';§}`c,(_k " ‘ ~.. iii-:sr gs B ' " ' ° __'m . - i¢ “ ,s ”Ql1+.~l.l:lft'.’i'.‘.f.'\'l F- “ \T\ X \\\\\\_\ A machine that breaks down is NO GOOD, because you don't lrnow when it isgoing to break down.
