Tursoay, Feb. 26th, 1861. Hon. the PRESIDENT—I look upon the settlement of the Land Question as the most important subject which can ‘engage the attention of this House; and now, that the Com- mission appointed to setile it, has almost come to a close, I think it is a pity that anything should occur to interrupt the proceedings. I do not think the amendment proposed by the Hon. Col. Swabey passes any censure upon his Grace the Duke of Newcastle. If I thought it did, I would be the last person to support it. I believe it is the intention of his Grace to carry out what he proposed, and I think it lis to be regretted that any Despasch should have been mis- understood. We should have certainly understood what his |Grace meant when he wrote that Uespatch: The Colonial | Minister suggested certain alterations; aad the Legislature promptly acceded to the proposal; and also bound them- | selves to abide by the award of the Commissioners. The ‘resolutions of the House of Assembly were independent of jthe Act, passed last session, I understood that bis Grace -/meant that the Act referred to the resolutions only, mt to the award of the Commissioners; and therefore the Com- mission was founied upon the resolutions, and not upon the Act I repeat, it is to be regretted that anything should arise to disturb public confidence in the award which those Commissioners may make. When the Act was passed I gave it my hearty comecurrence. As long as this question is unsettled, there will not be peace in the Colony ; and [ desire S Superb Stecl Engravings, Art Union of LONDON, Society's Rooms, where tickets ean be had, whieh are limited ; in riehly gilt frames, to be seen at W. This’ materially alters the aspect of the case ; but still the principle involved is the same. Let the sum be large or small, the Go- vern vent had no right to issue Warrants withouttthe author- ity of this House. it was am objection raised against the Loan Bil by the present majority that the interest of the money would be drawn. off the Island; bat it appeers that the vebentures issued for the payment of the Selkirk estate | have been taken by his Lordship himself, who reaides in Eng. jland, aud therefore in the same position as regards drawing interest money from the Island as wou!d be the British Gu- vernment. ‘lve hon. member said that he tad never called the Land Purchase Bill a sham—that be was never opposed to the principle ou which it is bas-d; it was only the Loan Bill of which he disapproved. But, Mr. Chairman, what say tie resolutions which he proposed in the Session of 1859, and | which he said would settle the Land Question in eight mont!:s? The preamble reads thas ;—~ ** Whereas certain questions arising out of the o-iginnl grants of the Lands im this IslanJ, severally cajled the Eschest question, the Fishery Reserve question, and the Quit Rent question have for many years caused much discussion and d {= ference of opinion amongst the people of tois Island, and many delusive projects and impracticable measures have been, and are fromm Line to ime euuncisted respecting such quest « ns,whe evy the Tenauiry have been, and are geverally imposed upon, and induced t» support the propounders of such measures, under the delusive bope tht by doing so they wall be relieved from the payment of rent.’’ This is one part of the preamble, and towards the cunclusion | and as but few are remaining unsold, parties wishing to win MANTLES, MANTLE CLOTHS & SHAWLS, any of those rare and in great variety. The hon. member has certainly explaimmed away some of the objections to the {course they pursued, which appears to have been occasioned by the ciccuustance that Lord Selkirk possessed a greater guautity of lund than wae at first represeuted. ‘They may have wade tue best bargain in the case tuat lay in their power, but we did the same with respect to the Worrell estate: and afier all there is not so much d@ ference between the rate paid for tie (wo, as the cost of that Estate was sbuut 53. an were. It seems buat the Government coasidered they would be jus ified io giving something over 23 4d ety. for Loc 54, becaus: they obtained (he Selkirk estate for less. We stould uot, however, quibble at these litle points, tut co-operste with each other in the Purchase scheme, as will provably be the only one by which the ques- lion wit ever be settled. 1 was only too happy to think, by two Or three editurials wiveh appeared in the Islander, chat the Loon B.li was going to be taken up by the pariy in power. The people of Belfast afer receiving such a favorab.e oppor unity of becoming freeholders under the Land Purchase Bill, and having their arrears of reut remitted, came out With an addresa to the Lieut, Governor, thinking His Excetfency and tie gai- laut Colonel for the boon; and ia tin Bx sceliency’s reply, those Lils, by one of which the Belfast estates erme into the possession oi (he Government, are again repudiated. Still the hon. U»lonel siates he was never opposed to the Land Purchise Bill. Ile referzed to the injurious consequeaces to the Tenan- try of middle men s epping 19 between We Goverument and the owners of estaies. I will not, however, say much on this point, as I agree with his observations. But why should membere of the Governwent talk of middle men, while some of the'r num- ber coolly go mio the Land Office and wipe out from the books he names of eppylesnts tor land? Aud now we come to the charge of d.Shonesty againstthe late Government, because they raised the interest on ‘Treasury warrants from five to sx per cent., thus causing a depreciation of debenturca which were At five per cent. In adopting this method to enable them to negotiate warrants they only did what every government does when there is a r.se inthe mooey market, and what they them- selves have done.
