SUME DIFFICULT PROBLEMS
Everyone must agree with the Chief Justice anti the
Grand Jury in deploring the prevalence ofa certain amount
of intemperance ill the Province as evidenced by the prlsoll
statistics. Were it not for the tive prisoners convicted
of contravention of the Prohibition Act, and se\'en for
drunkenness, Charlottetown prison, he said, would be prac-
tically empt_v. llis Lordship commended those who were
doing their best to enforce the Prohibition Act. and among
these premier place must be given to the Government anti
the Temperance Alliance. 'The Government has been
quietly pursuing its policy of effectively enforcing the Act.
and one or two nn'-mbers of the Alliance have been not
lt-ss busily t-mploycd suggesting that the Government has
been lax. The authoritative pronouncement of the (‘hiet'
Justice should convince the most sceptical that whatever
faults may be laid to the charge of the Government, laxity
in the enforcement of the Prohibition Act is not one ot'
them.
In this respect the Government is in a peculiar posi-
tion. lf there be no prohibition prisoners. some bitter par-
lizans persist in allegations of laxity; if there be, then no
Credit. is given the Government for praisewortby attempts
to enforce the law, but on the other hand it is t~h:lrg't-d
with sending :tblc-botlit-tl men to prison to live in ease anti
luxury at the public expense. lt is a difficult problem try-
ing to satisfy some critics, Fader the law, contrnventions
of the Prollibitlon Act can be pllnished by title ol' impri.<on-
ment. According to tht- Stipentliary’s report laid t\'.'t-r :lt
the last meeting of the tiity Count-il, over $2.000 wert- ac-
tually collected for infractions of the liquor law, alld_ at-
cording to the t'hicl' Justice. there are five prisoners serving'
terms of itnprisonnlent for similar tlffences. lf tllis be not

ficult question. a solution of which would be welcome.

part of the year the prisoners are employed ill tultivatilig'
the eight acres of land adjoining the jail, anti it is just us
well to bear in mind that but for thc action of the present
Government, there would have been no land left to culti-
vate. The late Government in the dying days oi' office. cn-
teretl into an arrangement to give away this land, but the
present Government refusctl to sanction its disposal. The
wisdom of its action no one will cnvil at.
lt should be borne ill nlintl with regard to the drunks
who frequent the prison, they are of the nature of “hardy
annuals," who reappear again anti again at the prison
portals seeking admission for tilt; some kind of 0l\‘@n¢»9_
When interviewed recently b_v zl representative of The
Guardian, the jlliler gave the assurance that the half-dozen
or sodrunlts in his care were the same intiivitlllals who
returned agaill and again. They are \vhat may be de-
scribed as “habit anti repute offenders." Just how to deal
with such people is something that enters the domain
of social cthlcs. The developmental potentiality ot'
some individuals is so defective that no environment, how-
ever favorablc. is able to convert them into efficient citi-
zens.” There are also individuals who possess tendencies
to the development of anti-social qttallties so potent that tlo
training or education, or prohibition can avail to nullify
them. To such type, llllfortunatcly belong the ttllfortull-
Btes of the "habit and repute drunk" class. The presence
of such people is necessarily u bar to thc community :lt-
tainllig the highest degree ot' efficiency; this can only be
attained by the operation of the laws of heredity anti ell-
vironment conjointly, anti the question which now con-
fronts us is how this happy state may be eifetftively
brought about. It would be an excellent idea if our tem-
perarlce reformers would lay aside all party prejudice anti
eternal criticisms and endeavour to study the social pro-
blem ln all its bearings, especially the effect of heredity
and environment on these victims of alcoholism. We all
know that tl man’s character and inclinations arc matle
up o_'f certain inherited tendencies pills certain mental
habits protlucctl by training, anti if the poor llnfortunatcs
in th_e jail are mental tlcgellerates, some other treatment
than rigorous prison dist-ip_lillt~_ or bodily torture should be

In this issue we publish the full text of Sir Edward
Greyfs reply to tho American note and we feel sure it will
be read with pleasure and profit by all our readers. lt
furnishes another interesting chapter in the history of the
war from the pen of one of the sblest men in public life i
today. It also throws some unexpected light on the charge
in the American note that Great Britain, in searching, and
in Home cues seizing. cargoes had interfered with Unlt-
ed Btltol trade with neutral countries. Even the United
Stltel will, in the light of the Hgurcs given, agree with
Bit’ Edward Grey that “much mlsconce ptiotrexists as to the
extant. to which we have. in practice. interfered with
figures are startling. They show that exports
