HERBERT SIMPSON, Sept. 9—w2idyli ing e have every : made in a first class bal Pi ‘ aACHS i uns, Bis i two occasions lately tha Guardian ss contained paragraphs concerning the i fact that James Farr was selected Town Council of Goderich as a ng offizer to conduct an election on pal by-law in that town. Much was made ofthe alleged fact because it eemed to discredit the scandalous de« ts of the West Huron Elect’on | investigation. P i vel pmen eopie woull at once con» clude that it the people of Gederich werg willicgto accept Mr. Farrae a returning officer, he “could not he sac a bad fellow, after all.” Sothe Liberal papers, includ- ' | ing The Guardian, gave prominence to the | report. The Gaardian, this morning, re-~ marks editorially : “Most persons would at once conclude | that the majority of the council were | Liberals. Thecontrary appeurs to be true, the majority of the council being Conserva- | ltive. ‘Chat James Farr should find favor | in this way among Conservatives afforda } evidence of the truth of that saying that ; wouders will pever cease,’ | } When The Guardian made this state- men: there were at hand newspapers which contained ihe f.llowing telegram : “Gopericn, Sept 6.—The Town Coun~ cil of Gederich heid a special meeting last night, and struck the name of James Farr off tbe list of those who will act as deputy returning Officers at the bylaw vote of $10,009 on September 28th. When the arrapgemenis for voting on the by~law were made, Parr was named as a deputy in ac- cordance with ao understanding that the statute provided for the nomination of the same officers, in such cases,as bad acted at the Just previous election. In view of the subsequent developments concerning Farr, howe ver, the Council deemed it advisable to take his name off the list, not only on ac- count of his connection with the West Huron election scandal, but because his general character was not such as to make him a desirable official. For these reasons action Was taken last night in the matter. “ The Council is not Conservative, but is equally divided in politics, not inciuding the Mayor, and only two members voted against the resolution to replace Farr by spother man.” It thus appears that the Town Council of Goderich especially interfered to strike the name of James Farr off the list of returniog officers, and thatthe majority of the Council] is not Conservative as The Guardian has stated. In view of incidents such ag these, the Guardian continues to prate fromtime to ime, about its “independence.” The conduct of The Guardian shows that it is, on the contrary, blindly partisan to the Liberals in office NOTES AND COMMENTS —A good joke is told of a certain Dublin profeseor—a stickler for véntilation. Be- ing put in a room at an hotel with another guest, he asked his companion to raise the window, as the air was so close. “I can’t raise it,” eaid the guest, after working at the window forawhile. “Then knock a pane of glass out,” said the professor, which wasdone. Atter a while the professor got up and broke another, then be was able to sleep, but mn the morning he discovered that they bad only broken into a bookcase. —The London National Review asseris that conepicuous members of the French arwy staff, all of whom were miserably underpaid, from General de Boisdeffre, with $5,000 a year, down to Commandant Henry, with $1,000,’ were engaged in 1894, as they had been for some years past, in ‘mereasiog their incomes by se'ling confi- dentia! information to the foreign military attaches in Paris, with Esterhazy as their broker. When, at last, they were in dan- get of being found out, they had to look for @ scapegoat, and Dreyfus was selected for the sacrifice. $10,812 and $15 is the price of our tailor made ready-to-wear o’coats.
