New Sxatine Rivx.—We understand that work will be commenced in a few days upon « new rink. Plans are already being made and the building will be completed in time for an early apening in,Deeember. It willbe built and managed by Dr. Strickland, and, judging from his popular management for several years of the Citizens’ Rink, we predict a suc- cessful career for the new one. It is to cover a much larger area then the old one, and_ will contain many improvements, will have large and comfortable waiting rooms and be lighted with electricity. Its length will be 160 feet and width 86 feet. ees S.tow.— Last nightthere was received from the dead letter office, Ottawa, a letter which was posted at Charlottetown on August 13, 1875, nearly thirteen years ago, and which has ever since remained we know not where. It bears Charlottetown Post Office stamp of August 13, 1875, and that ‘of its‘ destination St. John, N. B.; of the day following, and has probably retnained at the latter place until the showing of the next date, being May 7, 1988. Its despatch from Ottawa shows the impression May 14, 1888. NWS PROM OTPAWA, Parliameniary 1X Proceedings, OTHER IT’ MS OF INTEREST. Orrawa, May 15. Hon. Mr. Thompson, in the House to- day, said the morigagefrom the C. P. Rail- way to,the Government had not yet been drawn. . Sir John stated that it had been decided to drop the following bills in order to close the session as early as possible : The bill to abolish forfeitures for treason and felony. The bill respecting application to Canada of the criminal law of England. The bill to amend the Copyright Act. On the third reading of the bill to amend the Railway Act, Mr. Edgar moved au am- endment, providing that every employe. of railway company should be furnished with all rules and regulations issued by the Com- pany. The ainendment was rejected by 98 to 54. Another amendment moved by Mr. Lister, proposing to prohibit railway com- panies from issuing passes to members of parliament was also voted down. The bill to amend the libel lay was con- sidered in committee. jSir Richard Cartwright said he recog- uized the force of the bill, which would save men from being taken into another province to be tried. He said that the bill did not affect cases pending. The bill passed. Sir John, in moving the second reading of the amendment to the Dominion Lands Act, explained that the measure was in the interest of the Imperial Government. Her Majesty's Government had granted £10,000 to aid crofter immigration, and the bill was intended to enable the commission appoint- ed to direct the outlay of this money and to loan money on mortgage. Sir Richard Cartwright did not believe the sunt mentioned would go far toward re- lieving the crofter difficulty in Scotland. A joint address of both houses to Lord Lansdowne will be voted to-morrow. The document is couched in beautiful and ap- propriate terms. Lord Stanley of Preston will Canada on Thursday, the 31st inst. The Commons will bring its work to a close on Saturday, if possible, but proraga- tion will not take place until Tuesday, as the Senate requires Monday to get through. The Halifax Branch of the Imperial Federation League have forwarded a me- morial to Lord Lansdowne to take steps to invite delegates of the Governments” of Newfoundland, Australia, the British West India Islands and British South Africa to meet delegates of the Goyernment of Canada to join m constituting a conference to devise measures for the development of reciprocal ‘trade between the several colonies under their rule, and to disscuss such other proposals as may be made which will tend to consolidate the common interests of’ the Empire. Chipman, J. F. Stairs, ex- M. P., John Doull, Adam Burns, and others. Suicide. siuthes Saeprac, May 17. Qur community was startled this morn- ing by word that William Welling had committed suicide. The deceased was 38 years old and unmarried. All winter he has been in poor health and despondent. A few days ago his mother observed him putting a razor into his pocket and start- ing for the barn. She succeeded in getting the weapon from him. After that she locked his door at night. This morning she went to his room, and found him lying on his face on the floor with his throat cut from ear to ear. A scythe, Jay near: him covered with blood, and was evidently the instrument “used. From appearances, it looking as if he had sawn his throat across while lying on the bed, and then fallen to the floor. Coroner Smith held an inquest, and the jury returned a verdict that de- ceased came to his death by cutting his throat with a scythe by his own hands, he not being of sound mind. A New Office. Monrreat, May 17. It is understood that police magistrate Dugas will shortly resign’ his present position and assume a new office which will shortly be established by the Local Govern- ment. The new office is that of substitute of the Attorney General, the duties of which will consist in representing the Crown in all investigations in criminal matters throughout the Province. Troubled Ireland. Duss, May 17. fhe Exchequer Court has dismissed the appeal of Father McFadden, of Gweedore, against doubling his sentence on appeal.
