Speaker: This brings us to what is familiarly known as “Bring- ing down tlic Budget," and I am sorry that the task devolves upon inc. I am sorry tiiui. tile Honour- able tile Prcinicl‘ oi the Province is not in ills lac-at tonight to deliver this Budget Speech, because he has delivered it on many occasions in the past, and I think it will be uiii- versnlly admitted that he has deliv- ered it well. However, we all know. and those of us on this-side of the House know to our regret, that he is not able to be with us, that he is laid aside by illness, as he has been laid aside during more or less of lhc past winter, autumn and summer. And we regret it very much, as I know every Member of this House regrets it. because it must be admitted that his health has broken down on account of his service to his country and to this Province. (Applause). Probably never of a very robust constitution the work, the labour. the worry and tile trouble incident to administer- ing a Government at this time has been rather too much for him, and hope to see him with us before the Session is over. At the same time it was only this afternoon that our honourable friend, the Leader of the Opposition was able to take his place in this House, having also been laid aside for the past ten days through ill- ness. The Honourable Leader of the Opposition also has devoted a great deal of time to the service of this Province. He has rendered good service as Premier of this Province. as Minister of Agriculture as Leader of the Opposition, and I know that his absence was very much regretted. In fact when I heard my honourable friend who sits beside him-the Ell-minister of Public Works-teliing the story the other day about the ship without a captain. I knew he was placed in that position. Tile Opposition had lost their captain and missed him very much. But not only in this Province but in other Provinces as well we have this story of men breaking down in the service of their country, and probably it might be well for those who are so prone to criticize public men t9 consider this. If anything goes wrong in the City Council in the City of Charlottetown, blame Mayor Stewart! ‘If anything goes wrong in the Government, 1f things are riot satisfactory. blame the Pre- mier, or the Acting Premier! Blame the Government anyway. The some way ill Canada. If things are not as good as they might be in Canada blame Hon. R. B Bennett! Blnme the Federal Government. Blame those who are administering Gnv- emments. I think that you will find that those who are charged with the administration of government are generally endeavouring to do their very best possible. They are probably as much concerned with the welfare of a Province or of this Dominion as any one who presumes to criticize. The only difference is. those who are trying to administer the government have a view of the whole picture. They know the diffi- culties, the trials and tribulations that hamper the administration o! government today. Those who crit- icize and criticize harshly and blame everything on mgovernment, nnd can see nothing good in o. gov- ernment, speak out of the bundancc of their ignorance. Estimated Expenditure Now, I may say that I hnvc a very difficult task before mc to- night, that I should concentrate a ten hour speech into two. Our Estimate for 1932, $68,050.00; for 1933. $68,905.00. A V913’ Slight reduction. In the De- partment of Agriculture the Esti- mate last year was $47,900.00. This year $47,650. Last year there was an Estimate for election. We arr.- not providing any Estimate for this year. Last year the Executive Council Estimate was $4,000.00, this year it is the same. Last year the Estimate for Education was $322- 620.00. This year it is $343,120.00, all ‘ increase of about $21,000.00. The Department of Health, last year thcl Estimate was $32,995.00, this year it is $33,320.00. Not very much dif- ference. In Falconwood Hospital and Provincial Infirmary the Esti. mate first year was $107,200.00, this year $87,200.00, a difference of $20.- 000.00. Last ycar the Estimate for Interest was $193,490.00. this year 1t is $214,865.00, an increase of over $21.000.00 in interest. which of course shows how we are going. Legislation is the same. $16,050.00. The Estimate for Library is the same. $3,025.00. Legislative Grants last year were $35,650.00 this year $41,650.00. an increase of $6,000.00. made up by an additional payment for maintenance to the Ssnatorium. Miscellaneous Expenditure $4,000.00. Paupers, the Estimate last yenr was $8,000.00, this year it ls $30,000.00. Postage and lent of boxes 1's the same,’ $2,400.00. Provincial Secre- tary Treasurer's Department shows a drop of $1,000.00. $11,650.00 to $10,650.00. because part of the sal- ary of the Minister of Agriculture is connected therewith. There was a change made in that Department, I might say the Prime Minister as- sumed the administration of that Department and for time being it looked as if it was cut off the De- partment of Agriculture. so that the salary of the Minister of Agri- culture is restored to the original $2,000.00.
