THE COMlNG CUNFERENCE
The proposed conference to consider the special
coiidilions existing and that may arise here by r0IlS0ll
of the war promises to be the most largcly_attended
and representative that has taken place since pre-
(onidcration days. People in the three countlCS
realize the gravity and importance of the problems
facing us and to be faced in the future, aild thoughtful
men are glad of the opportunity presented them to
meet and "reason together." There are to be two
sessions of the conference, one in the afternoon and
the other in the evening. .-\t the afternoon session

time Provinces, and his considered opi_ilions upon the
present condition and futtire of the Province will be

This is the extra day of the year, the three hundred

hope that the extra privilege it gives and the extra

The present appeal is made on behalf of the

binding, hilt its fulfilment is pressing. The fund on
ltaiitl is not sufficient to meet the demands that are
ilow and will be increasingly made upon it. The
dt-penrletits of those who have gone to do our work
and to nirtke otir sacrifices expect it of us. _We are
spt-iitlitlg oil otir own pleasures and our unnecessary
lttxtirites more than enough to “keep the home fires
lluriiing," and burning cheerfully, for those whose
provitlers are carrying our burdens. Let us not allow
our sellislint‘ss to stand in the way of this sacred duty.
\\'liat does it matter about the style of our new spring
suit, the speed of our horse or our autottlobilc, the
shape of ottr new liaster hat, it' the wives and the
children of those wllo are enduring uiltold hardship
and danger in the trenches are suffering privation in
the homes which we promised should not want? So
far there has been no want, but the demands on the
Patriotic Fund are growing at a rate that spells do
plc-tion in the near future unless contributions become
more generous.
The contribution asked for to-day is a special one,
all extraone, to celebrate the year's extra day. \/Ve
trust it will iittingly represent our gratitude to the
men who have gone to do otir work for us, fittingly
measure tip our self-respect, fittingly demonstrate to .
oitr sister provinces and to the world our patriotism
to the linipire we profess to be ready to die for. \\'e

kings and tliroiies, but the knocker lives on through
the ages. Lven here in peaceful, pastoral Prince
l~dward Island a knocker occasionally lifts up his head
otit of the grass 'and brays out hisasinine disapproval
of things present and things to come. He takes special
delight in knocking the institutions of his country and
when, occasionally, he succeeds in getting hisdbrriy’
reproduced in a newspaper his happiness is complete:
lo publish abroad to the world the faults and the
shortcomings ol' his fellow-citizens is to him like the
rolling of a sweet  under his tongue. His,self-
estimated _wisdom (P) is manifested in criticism _of
our railways, our railway stations, our schools, our
roads, our general manner of living. In nine cities
there are probably no more than nine
failed to improve.
There is no place in our province for the lmocker.
Like other provinces and other countries we have our
ldrawbacks and our faults, but they are not improved
`by being published abroad. When otir railway makes
a mistake or shows neglect the Superintendent will
igladly listen to the complaint and investigate it. If
a school does not measure up to expectation there is a
better way of improving it than giving publicity to its
faults. If a road is not as good as it ought to be, the
roadmaster, not the newspaper, is the one t0 consult.

Cabinet, to which Lord Robert Cecil has _been ap-
pointed, is a new one. The dtities of the new Minister
will include consideration of matters arising§out of
the blockade restrictions on neutral commerce. Com-
menting upon tlic need of this new office, an exchange
land and the Scandinavian kingdoms. The hostile
critics of the Government blame it because the navy
is not used to stop the business. There has been talk
of rationing Holland, which is regarded as a serious
offender in the connection. Holland atid the other
states concerned might object, however, to such action
as would make British naval officers judges of the
quantities of different goods which their merchants
officers with their mail steamships has brought pro-
tests from the United States and from Sweden, and
with the latter country something akin to strained
diplomatic relations exists. Then the Government at
London has to think of the possibilities of its position
taken now being tumed against itself at some future
time. The difficulties in the way of using the naval
strength to completely shilt off Gcrmany’s supplies of
water-borne food-stuffs, etc., are many. Lord Robert
Cecil is a man of reputed capacity, whose oflicial con-
nection made him acquainted with the things to avoid
in international matters, which fact, however, may
reduce his usefulness in the cycs of those wllo seek
a strong policy no matter who protests. The amopiit

cheerfulness and confidence, which are part atid parcel
of optimism, are a great force in making things tilrtl
out right. Success may crown efforts that have not
the aid of this power, but we would _venture to say
that a problemzttical enterprisc,is frequently more
certain of success ivhcn its promoters don’t know
what it is to be downcast, than all enterprise of better
chances when its promoters cannot view the prospects
with the necessary confidence and expectation of stic-`
cess. The spirit in which a person approaches aity-
thing is fully half the battle. ,
So trite a proposition hardly needs to be claboraicd ;
yet there are phases of the subject which need to be
emphasized. For instance, if it is well for the head oil'
a business to bc inspired by chcerfulncss' and conti-
dence, it is quite as necessary for _those wllo assist'
lii‘m to be similarly inspired, Hence, employers should
make it a point to instil these virtues into those who
assist them in business-building. The retailer should
endeavour to cultivate them in his clerks, the whole-
saler in his travelling representatives. Yet it is not
always the case that they do this. Indeed, we know
retailers who never address their clerks and of whole-
salers who never write their travellers, except to find
fault. This sort of treatment is_ stupid, for it only
tends to alienate the enthusiasm and loyalty of the
salesman. Much better is it to keep him in good
spirits by giving him words of encouragement. We
do not mean by this that a salcsman"s mistakes should
be overlooked. But there is more occasion for en-
couraging a salesman than for absolutely ignoring the
efforts he is making. Let him know lthat you appruci-
ate what he is trying to do, praise him for his successes,
patiently point out his mistakes. There is no better
way of instructing a man than to givehim the reason
to know that his good work is appreciated and that his'
mistakes are not corrected out 0'f_ more
