What does the President of the Unite States, and his advisers expectto take by this motion, to say the least of it, un- eourteous ? Do they really wish for war wit Great Britain. and are they attem ting to pro- voke her to declare war against the nited States by insulting her representative at the court -if there be such a thing-— of Washington. These are questions in some uieasure dilfi- cult to answer. But let us ask another ques- tion or two, the answers to which may render the discussion of the former unnecessary. Do the people of the United States demand hostil- ilitiss? Is war the wish of the Union? Have the States an thing to gain by goin to war? In tlierea su oient cirrus belli establis ed? If ever there was a country where the language of the press spoke the voice of the oounti'y. it is that of the people of the United States, there public opinion is every thing, and if the ma- yorit o the confederate Governments were real y sincere in their wish for a rupture with Great Britain, it would long ere this have burst forth in language the import of which coul not be mistaken. But this is not the ease. the papers of most note in the Union de- preeate a rupture with Britain. 'l‘hat there iea party in almost all. if not in every state of the Union hostile to Britain, there can be no doubt but this is not competed of the most influential men in one state There can be no question, but in case ot a real greivanee this party would become of greater impor- tance, and exercise a considerable control over the notions of their respective governments. But still the grand uestion will be, “Is there anything to be gained by it? The Ame- ricans are especially a commercial people. Trade is the foundation upon which al their greatness, all their importance is based. and it is a nobler foundation than that of any other, because» it depends for its continuance as we as its origin,on the energies ofan enlightened people, acting under dictates of wise laws, and governed in their actions by sound political principles, and it is hardly to be supposed, that they will voluntarily for iuere chimeras as points ofetiquette or the ditferent reading of uiinor articles of ii treaty, plunge tlielnselves into all the liorrors of ii war, with whom? their best customer in a commercial view, and as ncedful to them as the are to her. We may be well assured, we think t at it will be some more ollicient causes that will induce them to sacrifice their trade in cotton ,lZOI)lLCOJ and other - stnple articles, without securing an equivalent. We can hardly think that at this time of day the private conduct of a diplomatic envoy, however seemingly contrary to iis duty as such, where any intention ofacting wrong, or at vari- ance with the known laws of the state, is deni- ed, and as we think proved on his part. and any wish to encourage or sanction such «on- duct, is repudiated by the nation he reprv « iits, would be a fair occasion of resorting to the ultimo ratio re the protectorship of the mosquito shore, that is a question which can he settled by negotiation. Great Britain does not claim any sovereignty over it, seeks not to make any settlements, or erect any fortifications therein, and is wil- lin to abide b the strict interpretation oft e treaty relative tlieroto. Therefore, upon the wliolo, we think there is no ininicdiaie a prehension of ii war with the United St.ites'—- God forbid that so unnnturail an oeeni-renco should take place The American nation has sufiicient profitable employment for ten times its spare eapitil, without throwing it away in nnpowiler and allot, which, however they may injure, have never yet bcnefitted any country. They will keep their iron for suspension bridges, railways and steariiships-—nobler sights than trains of artillery, however large or well mounted. Dig a ship canal uniting the watei-s of the Atlantic with those of the Pacific, an object surely worthy the attention ofa great and increasing people.
